Overview

The Child Development Division within the Department for Children and Families is hiring a Process and Performance Analyst to assist in implementing programs the Vermont Integration Project B-5 Grant (VIPB-5).

The Process and Performance Analyst conducts information management; data systems planning and development; reporting and quality assurance; and research, statistical and program evaluation work for the Child Development Division. This position partners extensively with division staff, program and fiscal staff, and systems developers, in alignment with the programmatic and evaluative goals of VIPB-5.

Work is performed under the general direction of CDD\'s Data Analytics and Information Administrator. All CDD staff perform their respective functions with the goal of ensuring that the division\'s work is client-centered, supports equitable outcomes, and is high-impact. This is a hybrid office-based/remote position based at the Waterbury State Office Complex, although staff have the option of working on-site full-time.

Key responsibilities of this position will include:

  • Working with program team members to specify business requirements and analysis for process and procedure needs within units and across the Division, related to VIPB-5 grant initiatives.
  • Document and translate business requirements into specifications with appropriate stakeholder input to ensure successful project implementation.
  • Develop written documentation of data collection and management processes as requested by the Data Analytics and Information Administrator, and assist with the design and planning of related training programs and resources.
  • Coordinate process review sessions as assigned to determine potential changes that will lead to greater programmatic and Divisional efficiencies and effectiveness.
  • Collaborate as needed with VIPB-5 partners, including federal partners and Building Bright Futures staff members.
  • Serve as a division representative on committees and in group meetings.
  • Perform related duties as required.
Applicants for this position should ideally have the following knowledge, skills, and abilities:
  • Working knowledge of the principles and practices of public administration.
  • Ability to conceptualize methods for the development of automated systems.
  • Ability to analyze complex problems and to develop and implement effective solutions.
  • Ability to present complex concepts and analyses to a wide range of audiences.
  • Ability to prepare detailed technical reports.
  • Knowledge of the interaction of human services programs.
  • Salesforce (software) experience preferred.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships.
  • Experience professionally supporting diversity, equity, and inclusion (DEI) initiatives or goals.
This is a limited-service position that is funded through September 30, 2025, although this term may be extended pending availability of funding and a need for a continuation of the position\'s responsibilities.

Environmental Factors

Duties are performed primarily in a standard office setting. Occasional travel may be required. The role involves intensive interaction with division officials who may advocate strongly for their programs. Required recommendations may be difficult because of competing interest and limited resources. Some work outside of normal office hours may be required.

Minimum Qualifications

Bachelor\'s degree AND two years or more of experience in one or more the following: data analysis, research, data management, and/or business analysis.

Preferred Qualifications

Experience in administering low-income program eligibility.
