Responsible for the overall administration and coordination of the activities of the Community Based Development Division in the Department of Community Services which include formulate and execute plans for the receipt, management and application for governmental grants and appropriations, and manage the division-level budget; analyzes and maximizes opportunities to provide shelter and services to persons with special needs including the elderly, youth at risk, disabled, homeless, and abused and low and moderate income households through, sub-recipient and joint development agreements with private-for-profit and non-profit entities; evaluates, monitors and reports on projects funded by city, state, or federal sources, for compliance with sub-recipient and other contractual requirements involving land acquisition, ground leases, eligibility of clients, facilities maintenance, related procurement of goods and services, and reviews of audits; Advocates for fair housing opportunities in conformance with federal and state law.

Work includes weekends and evenings for purposes such as participating in the legislative process, representing the Division and Department at public hearings, and attending meetings with business or community associations.

EDUCATION REQUIREMENT:
A combination of education and experience substantially equivalent to graduation from a regionally-accredited four year college or university with a Bachelor\'s degree in Public or Business Administration, Economics, Real Estate, City Planning or related field.
Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. EXPERIENCE REQUIREMENT:
Five (5) years of professional administrative work experience in community and property development project coordination which shall have included feasibility analysis, coordination of financing, and administration of engineering and other contractual requirements, including or supplemented by two (2) years of responsible supervisory experience over professionals.
Such experience must have demonstrated knowledge of principles and practices of public administration including financial, budgetary and other resource management, organizational structure, public relations; Federal, State and local laws, rules and regulations pertaining to community planning and property development; rules, regulations, documents, legal forms, techniques and methods used in real estate transactions; methods of real estate financing; laws and ordinances relating to planning, zoning, land subdivision, and redevelopment; statutory, regulatory and participatory requirements associated with Federal, state and/or private grants; and the ability to plan and administer community development and housing projects and programs; formulate divisional policies and procedures; interpret laws, rules and regulations; analyze, evaluate and make recommendations or decisions affecting operations, budgeting and personnel matters; develop and implement long-range planning; and plan, organize and coordinate resources and activities for the provision of shelter for persons with special needs.EDUCATION AND EXPERIENCE EVALUATION: In addition to meeting the above minimum qualifications, your application will be further evaluated.
