Department: Organized Village of Saxman Environmental Programs Office Title: GAP/EPA Program Coordinator Classification: Salary Exempt/Full time Salary: DOE Reports To: Tribal Administrator Introduction: The General Assistance program for EPA programs is a capacity building program for tribes to manage their own environmental programs. Position Summary: The Environmental Programs Coordinator will work to develop a solid waste hazardous waste disposal program, and EPA program development in areas under the clean water act and Air Quality programs to develop capacity in all areas and programs regulated by the Environmental Agency (EPA) so that OVS can assume management and funding of those programs from EPA. A workplan and budget will be development annually to support the finding request. Essential Duties and Responsibilities: 1. Coordinate the development of building capacity within the environmental programs. 2. Develop a workplan and budget to support the General Assistance Program (GAP) annually. 3. Solid Waste and Hazardous Waste disposal plan. 4. Reports, memos, letters, financial statements and other documents, using word processing, spread sheets, database, or presentation software. 5. Report to the Tribal Administrator and Tribal Council at monthly meetings. 6. Federal financial reports and narratives of expenditures, and work plan progress reports. 7. Conduct community outreach and education, conduct community events endorsing participation with the community. 8. Build working relationships with federal, state, and local agencies and businesses to further develop the OVS environmental programs. 9. Understand the GAP program and how OVS can build capacity through GAP and other environmental program grant funding. 10. File and retrieve Tribal documents, records, and reports. 11. Seek funding through Tribal and other sources, applicable grants that enhance our goals and mission. 12. Prepare responses to correspondence. 13. Conduct research, compile data and prepare papers for consideration and presentation. 14. Proficiency in MS word, Excel, Power point and the internet. 15. Ensure adherence to quality standards, deadlines, and proper procedures, correcting errors or problems. 16. Work with the Tribal Administrator to resolve complaints, and ensure customer service. 17. Work with finance to ensure the budget is balanced to the budget/revenue , bank statement and expenditures of the grant. 18. Ensure funding expenditures is in compliance with the grant regulations. 19. Ensure all environmental files are maintained and updated. 20. Responsible for maintaining official office files 21. Aid in coordination of environmental community events. 22. Work with the TA to prepare the Tribal council agenda and requests. 23. Other Duties as assigned. Qualifications and / or Experience: Must have a High School Diploma or GED, Business school or an Associate\xe2\x80\x99s degree is preferred . 2-3 years prior experience in the field, familiar with grant and contract compliance reporting. Familiar with grant contract reporting. Must have working knowledge of MS Excel and MS Word applications. Experience with tribal environmental issues; understanding the purpose of the General Assistance Program, water quality, air quality, hazardous waste, and solid waste management, environmental planning, and restoration, ability to write a comprehensive environmental plan. Job Requirements: Must be team oriented, establish and maintain effective working relations with Tribal officials, employees, and the general public. Must possess a valid Alaska driver\xe2\x80\x99s license, and be insurable by the tribes auto insurer. Must have reliable transportation and provide proof of auto insurance. Must successfully pass a background check before hiring.
