Corporate Values: Integrity, Respectful, Leadership, SustainableAlaska Housing Finance CorporationProgram Support Technician III (Project Based)ANCHORAGE/Job #24-8448 PCN 305Position Summary: As a crucial member of the Research and Rural Development Department, the Program Support Coordinator, under the general direction of the Director or their designee, performs a full range of support duties related to planning, implementing, and evaluating a variety of programs. Specific duties may include contract oversight, budgeting, accounting, and grant administration. This is a project-based position.OVERVIEW: Under direction from the Director or their designee, the Program Support Technician III helps to develop and provide technical assistance drafting policy and procedures for all aspects of program management, including quality control and administrative support activities related to the disbursement of funds to grant partners, contractors, and individuals. The Program Support Technician III provides budget and accounting support for grant management initiatives related to federal and state compliance requirements and technical assistance to program managers on interpreting federal and state regulations, requirements, and guidance documents.The Program Support Technician III will support the compliance with various program requirements, maintain report schedules and grant award financial information, and track documents through appropriate processes. Duties may also include contacting grantees for additional details or overdue reports, notifying program managers of discrepancies, completing checklists and forms as part of monitoring procedures, verifying and reconciling project reports and project award budgets, and preparing records for auditing activities.SUPERVISION RECEIVED AND EXERCISED: The Program Support Technician III operates in a non-exempt, non-supervisory position, demonstrating a higher level of autonomy and responsibility.Essential duties & responsibilities:

  • Read, interpret, explain, and apply grant-related laws, regulations, or policy guidance to documents, grantees, and staff.
  • Draft grant agreements, cooperative agreements, or other funding agreements with grant recipients in accordance with regulations, grant procedures, and departmental policies.
  • Participate in planning meetings to determine program outcomes and necessary coordination with AHFC staff, private, non-profit, and government agencies.
  • Help facilitate educational workshops, meetings, and conferences associated with a variety of programs.
  • Initiate reimbursements, purchase requisitions, payment requests, and travel authorization processes.
  • Review appropriateness of transactions and budget reallocations against funding source guidelines and work with the Support Services Manager to resolve accounting issues.
  • Track the submittal of subgrantee/contractor report(s) and ensure that the required deliverables are complete, approved, and timely filed in a complete and organized manner.
  • Review grants/contracts, requests for proposals, and other solicitation documentation for adherence to grants management requirements.
  • Review and recommend draft modifications to grant and contractual agreements covering project work plans, timeframes, detailed budget line items, and allowable expenditures, including indirect costs, deliverables, permissible costs, match obligations, reporting requirements, and other provisions.
  • Provide technical assistance to grantees and contractors on proper preparation of monthly invoices, request support documentation, and budget revisions to address necessary changes.
  • Assist in preparing, reviewing, and approving progress and financial closeout reports and documents for submission to the originating funding source agency.
  • Other duties as assigned.
Knowledge, Skills, and Abilities
Knowledge: Knowledge of how to locate and understand State and Federal rules, regulations, policies, procedures, and general reporting requirements for grants and grant recipients, including OMB Circulars and AHFC Grant Regulations. Knowledge of program tracking and budgeting practices, principles, and methods.Skills: Proficient in multiple software programs such as: Microsoft Office, including Excel, Word, PowerPoint, Outlook. Skill to organize data and files, interpret regulations, implement and follow procedures, and select and apply guidelines and procedures.Abilities: The ability to communicate is essential in this role, including the ability to read, understand, interpret, explain, and apply program-related laws, regulations, or policy guidance documents ensuring programs meet compliance requirements, goals, objectives, and timeframes are within budget.The Program Support Technician III should be able to evaluate program needs, quality, and consistency and interact in a professional manner with those associated with the work.Minimum QualificationsMinimum Qualifications:Four years of work experience in planning, accounting, grant administration, budgeting and contracts may be substituted for the required education on a year-for-year basis.A two-year degree with two years of work experience, or a
Four-year degree from an accredited college/university.Substitution: Related business college courses or degree may be substituted for required experience on a year for year basis.This is a level 17 position with an annual salary of $57,807.54 (26 pay periods).
