Your Impact:

Jacobs is seeking a senior Project Manager and Environmental Planner who can lead Jacobs\xe2\x80\x99 support of a major transportation and rail transit sector construction project.

In this role, you\xe2\x80\x99ll support the administration and management of planning and environmental compliance requirements, including being responsible for project management and project delivery. You\xe2\x80\x99ll provide project planning and environmental services to support updating and implementation of existing National Environmental Policy Act (NEPA) Environmental Impact Statements, Records of Decision, Section 106 of the National Historic Preservation Act (NHPA) Programmatic Agreement (PA), Mitigation Monitoring Program, and other applicable federal, state, and local requirements. You\xe2\x80\x99ll have the opportunity to lead studies, preparing reports, and advising on feasibility, cost effectiveness, and regulatory conformance of transit-associated plans, proposals, special projects, transportation services and ongoing programs. You\xe2\x80\x99ll also oversee ongoing implementation of hazardous materials management program, and environmental compliance of ongoing and future construction activities, provide technical guidance and support to transport engineering, planning, and modelling tasks and collaborate with other federal, state, county and agency departments (FHWA, FTA, Design and Construction, Project Controls, etc.). Your responsibilities will include overall management of staff and other consultants, and presentations and public facilitation associated with project activities, as well as task, financial and risk controls.

Using your experience, you\xe2\x80\x99ll independently and as part of a team interact with clients, complete field assessments and prepare environmental documentation, permit applications, scopes of services, (level of effort and fee) estimates, and have oversight of scientific discipline reports. Here\xe2\x80\x99s What You\xe2\x80\x99ll Need:

  • BS or MS in Environmental Studies, Planning, Policy, or another Scientific discipline (e.g. environmental science, ecology, biology)
  • 15+ years of relevant experience, ideally with expertise in NEPA to comply with Federal Transit Administration (FTA) requirements
  • 10+ years of relevant project management and program management.
  • Experience with NEPA analysis and document preparation, including:
  • Natural, social and economic environment analyses and completion of discipline reports/documents
  • Project Management related to Scope, Schedule, Budget, Risk and Opportunity identification and management on environmental documentation and permitting activities.
  • Document preparation, production, publication, documentation, and distribution
  • Public involvement experience including plan development and implementation in hearing, meetings, and comment collection/evaluation/response
  • Strategic regulatory support on multidisciplinary projects experience
  • Section 106, NHPA compliance experience
  • Demonstrated experience with Federal, State, and Local City/County permit application preparation, acquisition, and commitment tracking for:
  • Department of the Army Permits
  • Clean Water Act
  • Coastal Zone Management Act
  • Federal Endangered Species Acts
  • Ability to engage internal and external partners in a planning or permitting process, including developing and executing client and public presentations to governmental agencies, boards, commissions, and stakeholders
Ideally, you\xe2\x80\x99ll also have:
  • Proficiency with Hawaii State Environmental Policy Act (HEPA or Ch. 343, HRS), and the Hawaii Coastal Zone Management Program
  • Transferrable regional and/or nationwide Environmental Documentation, impact assessment, and environmental planning
  • Experience and understanding of Geographic Information Systems including ArcGIS and related software
  • Experience and understanding of travel demand modeling
  • Experience with complex infrastructure projects and rail transit
