Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree in architecture, construction management, construction technology or engineering followed by two years of professional level experience in architecture, construction management, engineering or project management for transportation/public works structures.

SUBSTITUTIONS:

A baccalaureate degree in any field plus a current Project Management Professional (PMP) certificate issued by the Project Management Institute will substitute for the specialized degree.

NOTE:
Any college hours or degree must be from an accredited college or university.

Job Concepts

FUNCTION OF WORK:

To provide project management in support of project delivery or construction programs.

LEVEL OF WORK:

Advanced.

SUPERVISION RECEIVED:

General from a higher-level licensed engineer or equivalent higher-level personnel.

SUPERVISION EXERCISED:

May exercise functional supervision over engineering technicians and/or clerical employees on a project basis.

LOCATION OF WORK:

Department of Transportation and Development (DOTD); May be used statewide as deemed appropriate by the Department of State Civil Service.

JOB DISTINCTIONS:

Differs from a Project Analyst 2 by the presence of comprehensive project management duties.

Differs from an Engineer 4 by the absence of a professional engineering (P.E.) license.

NOTE: Engineering decisions must be approved by a professional engineer registered in the State of Louisiana.

Examples of Work

Serves as primary assistant to project engineer or senior project manager.

Reviews and monitors design projects or construction jobs in progress and ensures adequacy of supervision; accounts for materials and processes used; and the application of project management principles. Reviews and monitors progress of projects to ensure on-time and on-budget delivery by consultants, contractors, and/or agency personnel.

Performs updates and revisions to project management scheduling tools. Modifies project templates as deemed necessary.

Participates in the construction quality assurance process including inspections, materials sampling and testing, and in evaluations of road and bridge construction projects for compliance with project specifications; performs office engineering functions to ensure construction costs and/or materials are in line with estimates, plans, and specifications.

May participate in public hearings and meetings with construction contractors, local governing bodies, and elected officials; may assist in answering questions on project development and construction projects from the general public, environmental groups, and the community.

Assembles data, prepares studies and reports, and makes recommendations to project engineers and/or senior project managers on technical, managerial, engineering, and contract administration problems.

Coordinates project activities by scheduling work assignments, setting priorities, and directing the work of engineering technicians and other project personnel. Organizes and conducts routine project management meetings during project development on behalf of senior project manager.

Consults with architects, engineers, and contractors regarding project design, construction procedures, and contract requirements. Discusses plans, specifications, and work schedules with contractors.
