Mechanic II, Salary Range E11Examples of DutiesSummary of Job Purpose:Public Works mechanics operate, troubleshoot, maintain, and repair all gasoline and diesel-powered equipment owned and/or operated by Eureka County. Equipment includes fire trucks, ambulances, Sheriff patrol vehicles, pickup trucks, heavy duty road equipment, consisting of road graders, tractor-trailers (belly dumps, transport), dump trucks, water trucks, loaders, dozers, snowplows, and sanders, as well as automobiles and other vehicles and equipment used by county employees.
Essential Functions:The class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skill.
Public Works Mechanic I: This is the entry level of the Public Works Mechanic class series. Employees working at the Mechanic I level work under close supervision, performing the more routine mechanical work on county equipment. Employees at this level continue to receive training and direction.

  • Diagnoses and repairs diesel and gasoline engines, standard and automatic transmissions, clutch and brake systems, generator and starter systems, differentials and drive systems, fire pumps and couplers, steering systems, hydraulic systems, and other major automotive and equipment systems.
  • Operates vehicles and equipment to test operation and to transport for repairs.
  • Orders necessary parts and supplies.
  • Changes and repairs tires; cleans shop area, tools, and equipment and service truck.
  • Keeps accurate records of time worked; equipment, parts, and supplies used, and conditions observed.
  • Performs gas welding and fabrication services to make repairs and to fabricate new parts and equipment.
  • Troubleshoots and repairs two-way radios, emergency lights and sirens
  • Changes engine, transmission, differential oil and filters.
  • Performs preventive maintenance on vehicles and equipment, including lubricating and replacing worn parts.
  • Establishes and maintains professional working relationships with coworkers, volunteer services, the public, visitors, and vendors. Effectively interacts and coordinates efforts with all County departments and staff.
  • Monitors condition of vehicles and performs safety inspections; operates vehicles and equipment repaired to test operation and to transport for repairs; fuels and checks fluid levels on vehicles; keeps records of vehicle use and conditions; reports major maintenance and safety problems to supervisor; washes vehicles.
Public Works Mechanic II: This is the journey level of the Public Works Mechanic class series. Employees working at the Mechanic II level work under general supervision, working on all equipment and troubleshooting all, but the most complex problems. Responsible to perform troubleshooting methods by researching parts manuals, determine the cause and extent of a component system failure, plan a course of action, order parts required for the repairs and make those repairs with little supervision on most county equipment and all town/wild land fire equipment. Ability to perform vehicle/equipment repairs with service truck in field environment and make onsite repairs/fabrications. Effectively troubleshoot and repair air conditioning systems on vehicles and heavy equipment.
  • In addition to performing duties assigned Public Works Mechanic I\'s, estimates costs of repairs using alternate methods and resources; recommends use of outside shops, if necessary; and recommends replacement of equipment.
  • Monitors expenditures for parts and outside services to assure compliance with budgets; accounts for variances between projected and actual expenditures.
  • Installs and repairs lifts for wheelchairs.
  • Installs and repairs electrical and communication systems.
  • Replaces component parts on vehicles and equipment; performs engine tune-ups, rebuilding, and overhauling; performs safety inspections on vehicles and equipment.
  • Analyzes failures, determines problems and causes, and recommends solutions.
Public Works Mechanic III: This is the advanced journey level of the Public Works Mechanic class series. Employees at the III level work under limited supervision, functioning in a lead role and performing the most difficult and complex mechanical work requiring specialized certifications to work on specific heavy equipment. Responsible to perform troubleshooting methods with computer interface software (i.e. Caterpillar E.T., Cummins Insite), determine the cause and extent of a system component failure, plan a course of action, order parts required for repairs and make those repairs without supervision on all county vehicles/equipment. Must be able to efficiently operate county transport in order to move vehicles and heavy equipment from field to shop or repair facilities.
  • In addition to performing duties assigned Public Works Mechanic I\'s and II\'s, researches technical data required for the repair of automotive and construction equipment systems.
  • Plans, directs, and participates in the repair and maintenance of internal combustion equipment including diesels.
  • Inspects and diagnoses mechanical, electrical, and hydraulic defects and problems in automotive, construction, and other mechanical equipment.
  • Performs diagnostic activities for electronic fuel systems and computer-controlled systems on gasoline and diesel engines.
  • Performs accurate measurements and tolerances.
QualificationsEducation and Experience:
Public Works Mechanic I - Two (2) years of supervised experience diagnosing problems with, maintaining, and repairing gas and diesel engines and other components of vehicles. Class B CDL with Tanker endorsement must be obtained within six months of employment and maintained for continuing employment.
Public Works Mechanic II - Three (3) years of supervised experience diagnosing problems with, maintaining, and repairing gas and diesel engines and other components of vehicles plus completion of an automotive/equipment repair apprenticeship program or combination of education and experience. Possession of Class A CDL with double/triple, tanker endorsements required at time of employment and for continuing employment.
Public Works Mechanic III - Four (4) years of progressively responsible experience performing automotive and/or equipment maintenance and repair that includes recognized certifications in heavy equipment engine and powertrain, advanced certifications in automotive repair (i.e. ASE certifications) or equivalent combination of education and experience. Possession of Class A CDL with double/triple, tanker endorsements required at time of employment and for continuing employment.
Special Requirements:
  • Pursuant to Eureka County policy, these positions are classified as safety sensitive, as such, employees must permanently reside in the Eureka area which will enable short response time to call outs.
  • Employee must be available for: on-call, standby and emergency call outs.
Knowledge, Skills and AbilitiesKnowledge of:occupational hazards and safety practices related to mechanic shop operations; methods and techniques of automotive repair and maintenance principles, workings, and parts of gasoline and diesel engines, electronic controls, electrical systems, fuel and hydraulic systems, transmissions, generators, pumps, and welding techniques; price trends and grades or quality of materials and equipment; operations, services, and activities of a fleet maintenance program; hazards and safety precautions used in maintenance and repair activities; the equipment operating systems and operating characteristics of the specialized equipment maintained by Eureka County to which assigned; and Eureka County rules, policies, and procedures.
  • The Public Works Mechanic II requires advanced knowledge of automotive repair and ability to weld stainless steel and aluminum.
  • The Public Works Mechanic III requires advanced knowledge of laptop troubleshooting programs.
Skills to: operate motorized vehicles for testing and diagnostic purposes; operate power and hand tools and equipment for vehicle and equipment repair and maintenance, e.g., jacks, hydraulic lifts, hoists, gauges, air tools, and electronic vehicle diagnostic equipment; establish and maintain effective preventive maintenance programs, policies, and procedures; maintain accurate and timely record keeping procedures; read, understand, and apply technical manuals and schematics; complete assigned projects independently and in a timely manner; work independently in the absence of supervision; communicate effectively orally and in writing; establish and maintain effective working relationships with employees, supervisors, vendors, and the public; use a personal computer, telephone, and mobile or portable radio; diagnose, locate, and repair automotive and electrical problems; safely operate a variety of equipment and tools; work effectively under the pressure of deadlines and emergencies; analyze activities and methods; select alternatives and project the consequences of proposed actions; implement work methods consistent with regulations, policies and procedures; understand, interpret, and apply laws and regulations; improvise as necessary to perform repairs in the field.
  • The Public Works Mechanic III also requires the ability to independently perform the most difficult diagnostic and repair services.
