Substitution: A master\'s degree may substitute for one year of specialized professional experience*. A Ph.D. may substitute for two years of specialized professional experience*.
Preferred Qualifications:
Experience in reviewing of large-scale renewable energy projects with potential for major local and regional impacts; Experience with New York State Environmental Quality Review Act, New York State Public Service Law Article X, Article 10, or Article VII, or National Environmental Policy Act, or similar environmental impact review procedures; Strong written and oral communications skills.
Duties Description Within the Office of Renewable Energy Siting (ORES), Renewable Energy Siting Specialists and Renewable Energy Siting Program Managers perform a broad range of professional, administrative, and highly technical tasks related to siting and permitting of large-scale renewable energy facilities in New York State. In accordance with the requirements of section 94-c of the Executive Law and its implementing regulations (Title 19 of the Official Compilation of Codes, Rules and Regulations of the State of New York 19 NYCRR Part 900), incumbents apply expertise from their respective professional disciplines to specific aspects of the permitting process, and the scope of their review and focus can vary from general planning to highly specific and technical disciplines, including but not limited to the following: Agricultural Resources; Biological Resources; Decommissioning and Restoration; Design, Structural and Civil Works, and Land use; Ecological Resources; Geology/Soils; Hazards and Hazardous Materials; Historical, Archeological and Cultural Resources; Hydrology and Water Quality; Landscape and Aesthetics; Noise and Vibration; Site and Property Boundary Surveying; Transportation/Traffic; and Utilities interconnection and Transmission.
Additional Comments Positions are being filled at G-18, G-23, G-27, levels in the PS&T bargaining unit, and the M-4 and M-5 level in the M/C bargaining unit.

There are multiple positions to be filled in each level of the title series in Albany and White Plains. Applicants\' education and experience will be reviewed against minimum qualifications to determine which levels in the title series they will be considered for.
ORES is instrumental in helping New York State meet the Climate Leadership and Community Protection Act (CLCPA) policy goals, the most ambitious climate legislation in the United States. The office is responsible for implementing and executing a streamlined permitting process for renewable energy projects in New York State greater than 25 MW, and any projects 20 MW and above that opt into the siting process administered by ORES. The process is streamlined to decrease the time from application to approval for construction to a maximum of one year.
