This vacancy may be filled as a Probational, Promotion, or Detail to Special Duty. Detail to Special Duty may be required for a trial period prior to promotion consideration. Current classified permanent status employees may be required to accept a Probational Appointment.

No Civil Service test score is required in order to be considered for this vacancy.

Retirement Benefits Manager 1 (AS-619) has a starting rate of $2,317.60 (bi-weekly)

Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus five years of professional level employee benefits experience.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

An International Foundation for Retirement Education (INFRE) or a Certified Employee Benefit Specialist (CEBS) or Certified Retirement Counselor (CRC) certification will substitute for one year of the required experience.

NOTE:

Employee benefits experience is defined as eligibility and/or benefit determination for regular or disability retirement, deferred compensation, survivor benefits, health insurance, or workers compensation; or responsibility for assisting or advising employees about their employee benefits.

NOTE:

Any college hours or degree must be from an accredited college or university.

To manage retirement benefits or retirement membership sections of statewide retirement systems.

SUPERVISION RECEIVED:

Broad direction from Retirement Benefits Assistant Administrator or higher-level personnel.

SUPERVISION EXERCISED:

Direct over Retirement Benefits Supervisor and other Retirement jobs.

LOCATION OF WORK:

Statewide Retirement Systems.

JOB DISTINCTIONS:

Differs from Retirement Benefits Supervisor by the presence of serving as an assistant to the Retirement Benefits Assistant Administrator.

Differs from Retirement Benefits Assistant Administrator by the absence of responsibility for serving as an assistant to the Retirement Benefits Administrator.

Manages a unit/section of the Retirement system through subordinate personnel. Establishes goals for the work unit/section and evaluates performance. Prepares budget requests as needed and monitors expenditures. Assists administrators in strategic planning activities.

Assists retirement system administrators in preparing policies and regulations to be approved by the Board of Trustees and with the interpretation and application of all laws and Board policies affecting computation of retirement benefits or membership issues.

Reviews and composes correspondence relating to multifaceted provisions of the Retirement System laws, policies and regulations with specific concentration in the area of retirement benefit computations or membership issues.

Prepares guidelines and controls relative to the unit/section assigned.

Answers questions and renders decisions on retirement matters posed by staff members, members of the system, employers, attorneys, certified public accountants and elected and appointed governmental officials.

Confers with and advises management and other department heads on various retirement system functions and/or problems.

Attends Legislative committee and court proceedings.

Reviews legislation, board policy statements, court judgments and decisions, Attorney General\'s opinions and administrative decisions for interpretation, implementation, and compliance with retirement or membership matters.

May participate in seminars or other meetings with members of the retirement system and personnel of participating member agencies.
