Purpose

This position investigates and collects outstanding balances of revenue from the assigned business industries within the Revenue Department.

This position involves working non-traditional hours, including evenings, weekends and holidays.


Essential Job Functions

Collects delinquent revenues, including business taxes, alcohol licensing fees, hotel/motel taxes, and fees associated with checks returned for insufficient funds. Assist with after-hours enforcement when required. Verifies business owners through utility accounts, telephone directories, property tax records, or the city Reference Digest. Conduct field visits; verify information and classifications for new businesses are correct. Issues subpoenas for Recorder's Court; testifies in court. Delivers alcoholic beverage information to various city departments. Posts auction signs for delinquent real property taxes. Conducts distance measurements for alcohol beverage licensing applications. Assists with mailing tax notices and business tax renewal applications. Monitors establishments serving alcoholic beverages for changes to status. Creates memos and documents for any investigation, develops and maintains monthly reports, and prepares documents for administrative meetings and Show Cause Hearings. Assists administrative superiors in planning, organizing, and directing the enforcement activities involved in investigating, preventing, and detecting law violations. Performs other related duties as assigned. Requires nights, weekends, and holidays.

Minimum Qualifications

High School Diploma or GED equivalent; with two (2) years of experience in delinquent account collection, recordkeeping, or customer service/public contact related to inspections or regulatory enforcement or any equivalent combination of education, training, and experience. Must possess and maintain a valid state driver's license with an acceptable driving history. Must obtain deputization within six months of employment.

Failure to pass the Business and Alcohol Ordinance assessment within six months of employment will result in immediate termination.

Minimum Standards




SUPERVISORY CONTROLS: The Revenue Enforcement Coordinator assigns work according to general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.



GUIDELINES: Guidelines include city ordinances and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.



COMPLEXITY: The work consists of related investigative and code enforcement duties. The need for accuracy contributes to the complexity of the position.



SCOPE AND EFFECT: The purpose of this position is to perform investigations in support of the enforcement of city revenue codes. Successful performance results in the fair and efficient collection of revenue.



PERSONAL CONTACTS: Contacts are typically with co-workers, other city employees, banking representatives, business owners, and members of the general public.



PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, provide services, resolve problems, and justify decisions.



PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table or while standing or walking.



WORK ENVIRONMENT: The work is typically performed in an office and outdoors, occasionally in cold or inclement weather.
