Position Summary:
Odyssey Systems has an exciting opportunity for an Engineering Program Manager supporting the US Space Force, Mission Delta 2, 2nd Sustainment Squadron (USSF/MD2/2STS). This branch executes activities in support of the alignment of key legacy system, network, software applications, and data initiatives within the command and Control (C2) arena. The 2STS portfolio initiatives include sustainment, technical refresh, integration, and modernization activities for legacy C2 systems, networks, and applications. Consumers and producers of data are internal and external to the USSF. The portfolio also includes the execution of initiatives to enable the processing and exposure of data to mission critical stakeholders and mission partners in support of the warfighter. The 2nd Sustainment Squadron Portfolio programs support the National Space Defense Center (NSDC), the Combined Space Operations Center (CSpOC), the 18th SDS, the 19th SDS, Mission Partners, Allies and Coalition Partners, STRATCOM, as well as other working groups internal and external to the Branch.


Responsibilities:
An A&AS contractor is a knowledgeable and trusted advisor to the Government. The A&AS

Space Engineering Program Manager

will work closely with and provide support to the Government Program Manager for the execution of program management and engineering contract performance. In this role, the primary effort will be in support of the Modernization Activities for Space Command and Control Operational Technologies (MASCCOT) contract (primary contract responsibility) but you will also support the Distributed Space Command and Control (C2) system program portfolio as needed.

The Space Engineering Program Manager is an A&AS contractor that works as a trusted advisor advisor to the Government Program Management Office (GPO). As the Space Engineering Program Manager, you will work closely with and provide support to the Government Program Manager for all aspects of program and project management and will also be called upon to apply engineering and execution expertise, as needed, in support of short and long-range plans, service goals, schedules, policies, and objectives

This position may supervise a team of contractors.

Duties include, but not limited to:Programmatic planning support for the MASCCOT contract initiatives in conjunction with the Space Domain Awareness (SDA) mission by conducting strategic and tactical analysis of requirements. Prepare recommendations for the completion of activities to accomplish the goals and objectives of the department. Monitor project/program status and adjust plans accordingly. Keep the Government Program Manager and Materiel Leader informed on a timely basis. Will work interdepartmentally with a variety of government civilian and military staff to obtain needed resources and support. Support inputs associated with contract performance, project performance, status, priorities, financial performance, project status, risk, technical execution and mitigations. Develop programmatic documentation for Government Program Office reporting purposes. Comfortable delivering and coordinating briefings at senior levels. Work with prime contractors, support contractors and Government personnel to facilitate coordination for the resolution of portfolio programmatic and technical issues. Support the Government Program Office (GPO) to build a campaign to identify, build, advance and maintain stakeholder relationships and stakeholder requirements. Stakeholders can include, but are not limited to, the Space Security Defense Program (SSDP), CSpOC, NSDC, the 18th SDS, the 19th SDS, USAF, USSF, DoD Service Organizations, Stratcom, National Partners, International Partners, COCOMS, intelligence organizations, academic partners, the Department of Commerce and others. Provide input to the government acquisition process and release activities, to include requirements development, request for proposals (RFPs), development of independent government cost estimates, RFIs, RFPs, BOEs, SOWs, tech evals, acquisition plans, etc. Support the analysis and technical evaluations of program acquisition and proposal documentation; provides recommendations in support of contract negotiations. Assist with translating user requirements into statement of work objectives and cost documentation. Facilitate the technical collaboration for the integration of network and C2 systems to meet requirements for increased data availability, resiliency and scalability. Support Government oversight of network design and analysis to help the government build resilient networks that support space operations. Coordinate and advance a process for the development and sustainment of current and "to-be" network infrastructure architectures. Provide comments/input to the development of professional technical documentation and roadmaps, ensuring that technical and support requirements and strategies are addressed between weapon system and/or network components in accordance with contract and program office requirements. Collect feedback on current data integration gaps and opportunities for improvement. Provide oversight for network integration initiatives. Work interdepartmentally to advance the process for the Governance of the integration of stove-pipe systems. May provide oversight for the development of network operations and security center guidelines and requirements. Support staffing and team management for the portfolio. Other duties as required/requested by the Government within the constraints of the S3 contract.

Education:

BS in Computer Science, Mathematics, Software, or a related discipline

Years of Experience:

8 years of relevant experience in a similar role such as a government contractor supporting the DoD or Intelligence acquisition or sustainment organizationExperience providing oversight, analysis, and recommendations for the development of network/system architectures. Demonstrated ability to interact and build effective relationships and teams with government customers, FFRDCs, and contractors within a highly dynamic environment. Highly self-motivated with the ability to work independently as well as part of a team and direct others. Effective communication skills (both written and verbal) with internal and external clients. Ability to communicate clearly, concisely, and with technical and programmatic accuracy. Must hold Secret Clearance, at minimum, at the time of hire and be SCI Eligible. Occasional travel to CONUS and OCONUS locations upon government direction (up to 25%) Familiarity with DoD Acquisition program management processes.

Acquisition Program Management ProfessionalKnowledge of the Federal Acquisi5tion Regulations (FAR), Defense Federal Acquisition Regulation supplement (DFARS). Strong technical awareness of space domain awareness legacy system, network, and data architectures, as well as applications such as Astrodynamics Workstation (ASW) and data flows between and external a plus from a network and systems perspective. Demonstrated programmatic and technical experience successfully executing major projects, providing expert advice to colleagues, and presenting innovative recommendations for advancing programs and/or methods. Experienced with cloud implementations, architectures, pricing structures, cloud forecasting, implementation. Knowledge of and/or experience implementing processes and methodologies, including requirements definition and decomposition, design, implementation, testing, and fielding and associated programmatic contract performance. Knowledge of cybersecurity activities relative to system and network platforms. Knowledge of cross-domain solution technical implementations. Knowledge of an experience with Agile systems implementation as it relates to execution performance. Current TS/SCI clearance, agreeable to polygraph.
