The Iowa Finance Authority (IFA) is seeking a Section 8 Quality Control Specialist to join our Quality Controls team in our Des Moines, IA based office.As a Section 8 Quality Control Specialist, you will play a crucial role in ensuring the accuracy, compliance, and efficiency of our Federal Programs related to housing assistance. You\'ll work closely with our team to maintain high standards and mitigate risks associated with HUD programs. Your responsibilities will include quality assurance, providing technical assistance and reporting.About the Iowa Finance Authority:

Program Development and Execution:

  • Collaborate with supervisors and Quality Control lead workers to complete assigned tasks.
  • Manage quality assurance and risk management for Federal Programs, including CDBG, CDBG-DR, ESG, HOME, HOPWA, HTF, LIHTC, and Section 8 Contract Administration.
  • Develop and maintain operating policies, plans, and procedures for monitoring program activities.
  • Establish quality control measures for the HUD portfolio and maintain accurate records.
  • Evaluate day-to-day activities of staff working with HUD contracts, providing guidance and addressing technical issues.
Audits and Compliance:
  • Conduct random audits of core and sub-core tasks to detect and rectify errors.
  • Examine financial records and related documents, applying accepted auditing policies and procedures.
  • Ensure accuracy of payment data by reviewing owner transmissions.
  • Interpret regulations and policies related to quality assurance and program controls, ensuring compliance.
Reporting and Coordination:
  • Participate in program planning sessions.
  • Report quality control issues to the Chief Programs Officer and Chief Operating Officer.
  • Ensure timely submission of Conflict of Interest forms as required by HUD.
  • Prepare monthly Quality Control Reports and assist with HUD reporting.
  • Submit regular reports to HUD in accordance with program requirements.
Education and Training:
  • Maintain expertise in CDBG, CDBG-DR, ESG, HOME, HOPWA, HTF, LIHTC, and Section 8 Contract Administration.
  • Educate Section 8 staff on HUD regulations and ACC requirements.
  • Arrange training sessions, present at workshops, and develop instructional materials.
  • Provide technical assistance and training to in-house staff and industry representatives.
  • Offer guidance on quality control and risk management to HUD Department staff and accounting teams.
Cross-Functional Collaboration:
  • Work with cross-functional specialists involved in asset management for Section 8 project-based multi-family programs.
