Description :Salary range is $70k to $165k, with a midpoint of $115k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.This is a term-limited position expected to last 5 years.Sound Transit also offers a competitive with a wide range of offerings, including:

GENERAL PURPOSE:Under general direction and with limited guidance this position provides guidance and technical oversight for the design and construction of complex transit facilities; gives detailed reviews of design solutions and deliverables during design phases, during construction inspections, and reviews and offers technical support to consultants; provides management and oversight of consultants providing professional services; and coordinates assigned activities with other divisions, programs, Department/Offices, and outside agencies. Ensures adherence to established policies and procedures and professional architectural principles. Collaborates with agency subject matter experts, stakeholders, programs, and Departments/Offices in the development of projects. Demonstrates strong written and verbal communication skills.ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Leads development of architectural consultant scope of work, including but not limited to writing design scopes, assisting with consultant negotiation, evaluating RFP responses, and coordinating internal stakeholders for input to consultants.
  • Serves as the architecture subject matter expert on the project teams drawing upon expertise from other projects.
  • Inspects the construction facility for conformance to contract requirements and to ensure that both the design and construction of the project are meeting Agency goals and objectives; meets directly with the contractor to discuss issues, resolve problems, and drives issues forward with the construction management team.
  • Assists in the preparation of answers to requests for information from the contractor and reviews contractor provided submittals.
  • Identifies work items that should receive detailed monitoring for work quality and provides instructions where work requirements reside in the construction documents to field inspection staff; identifies other potential issues and develops approaches to prevent or minimize them; and meets directly with the contractor to discuss and resolve.
  • Reviews design solutions to ensure that Agency goals and objectives will be met for the facility.
  • Reviews deliverables from consultants to verify the constructability of the proposed solution and the technical comprehensiveness of the package.
  • Reviews professional services of consultants for conformance to quality, schedule, and budget requirements during the design phase; provides design support during construction phase; and prepares design solutions for multiple ad hoc limited scope construction projects.

MINIMUM QUALIFICATIONS:Education and Experience: Bachelor\xe2\x80\x99s degree in Architecture, Planning, or closely related field and five years of architectural design and production related experience preferably in the transit industry; OR an equivalent combination of education and experience.Required Licenses or Certifications:
  • Registration as a Professional Architect from the State of Washington.
Required Knowledge and Skills:
  • Architectural design principles and practices preferably in transportation or other public facilities.
  • Principles and practices of landscape architecture and urban design.
  • Building and zoning codes and regulations.
  • Principles and practices of the building and construction industry.
  • Contract documents including production, strategies, purpose, layout, contents of drawings and specification sections including General Conditions, Special Conditions, Division 1 Specifications, Specifications Language, and Technical Specifications. Specifically, Construction Specification Institute (CSI) MasterFormat preferred.
  • Construction materials and methods, including use of materials, equipment, means and methods of construction, and risks in construction associated with materials and methods.
  • Total cost of ownership analysis methods
  • Pertinent federal, state, and local laws, codes, and regulations including the American with Disabilities Act.
  • Project management techniques and principles.
  • Principles of technical writing.
  • Modern office procedures, methods, and equipment.
  • Working independently or as a team on complex problems or projects where analysis of situations or data requires an evaluation of variables and decision-making or recommendations to upper management.
  • Negotiation and determination of various third party requirements, such as codes, standards, and guidelines.
  • Preparing, analyzing complex data, and providing recommendation based on findings.
  • Establishing and maintaining effective working relationships with stakeholders, management, vendors, and outside agencies.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff.
  • Interpreting and applying applicable federal, state, and local policies, laws, and regulations.
  • Working effectively under pressure, meeting deadlines, and adjusting to changing priorities.
  • Applying appropriate oral and written communication techniques to various individuals.
Physical Demands / Work Environment:
  • Work is performed in a standard hybrid office and field environment.
  • Position is responsible for visiting construction sites to review building construction and contractor work; May be subject to climbing, talking, seeing, and walking.
  • Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.
