SUMMARYUnder the general direction of assigned supervisor, performs a range of tasks regarding the daily operation of receiving, distributing, ordering, tracking inventory & equipment and the operation of heavy construction and maintenance-type equipment relating to storm water and road right of way infrastructure maintenance and construction.The Senior Field Operations Specialist is distinguished from the Field Operations Specialist by the additional responsibility of operating heavy construction and maintenance-type equipment.In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AMD ABILITIES(Note: The listed duties are illustrative only and are not intended to describe each and every function, which may be performed in the job class. The omission of specific statements does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)Performs inventory management in IPS to track supplies and equipment.Inspects and evaluates new Personal protective equipment (PPE) and other products that may improve efficiency or reduce cost. Trains field staff in the proper use of safety/PPE.Reviews construction plans/maintenance contracts, performs field visits to review progress of projects/contracts.Monitors personnel activities utilizing work orders and prepares reports on the data contained therein.Enters field data into GIS and asset management databases.Assists with budget preparation.Assist in development and designing geodatabases in ArcGIS and IPS for documentation of asset maintenance in infrastructure based programs.Edits and creates geodatabases and manipulates data in GIS.Provide advanced reporting to meet yearly requirements of Florida Department of Environmental Protection (FDEP) National Pollutant Discharge Elimination System (NPDES) permits, Florida Department of Transportation (FDOT) programs, and performs grant management.Establishes and develops procedures for data capture and reporting in the field to minimize errors.Performs Geographic Information System (GIS) mapping, creates and edits geodatabases, develops presentations, performs spatial analysis, and performs graphical routing reviews for efficiencies.Researches bids and requisitions for PPE, small equipment, and service contracts.Develop custom reports for the division to aid in efficiency review of programs.Monitors and updates divisions Annual requirement Contracts.Supervise, train, and monitor temporary staff related to the debris hotline during disaster recovery periods.Analyzes data, monitors and prepares reports for compliance with mandated guidelines.May be assigned the operation of heavy equipment, including but not limited to: backhoe and front-end loader combination, front end loaders, dump trucks, transport trailers, small and midsized excavators, bulldozers, graders, diesel pumps, water tankers, vac-truck, sweeper truck, sawblade boom mower, bucket truck, grapple truck and equipment found in the lower classes of Equipment Operator Series.Performs labor work related to right of way maintenance, underground construction, and concrete construction fields as required.Works with field personnel and management to maintain adequate stock levels of construction related materials and supplies for Field Operations Division.Develops and monitors process for ordering, receiving, storing, and issuing supplies and equipment and takes action to prevent waste or shortages. Assists with delivery of equipment, supplies, and materials to job sites as needed.Performs work related to this job description as required.KNOWLEDGE, SKILLS AND ABILITIES:(Note: The knowledge, skills, and abilities identified in this class specification represent those needed to perform the duties of this class. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.)Knowledge of Public Works maintenance principles, concepts and methodologies, practical knowledge of a wide range of technical methods, principles and practices and skill in applying such knowledge to assignments within the scope of this job description.Knowledge of local, state, and federal permitting criteria for construction and storm water projects.Knowledge of hazards and safety precautions in heavy construction environment.Knowledge of government purchasing procedures.Knowledge of advanced reporting techniques and organization of datasets.Knowledge of the hazards involved in the use of heavy equipment and of the safely precautions to be taken.Skilled in organizing documentation, preparing reports, and maintaining records.Ability to operate heavy construction equipment and small power hand tools.Asset management and GIS database experience.Ability to analyze information and formulate substantive recommendations based upon data gathered at the work order level.Ability to present ideas and design proposals graphically, verbally, and in writing to County staff, other governmental agencies, and the public.Ability to learn and understand technical and proprietary software affiliated with various databases.Ability to operate light trucks.Ability to understand maintenance equipment for recommendation of repair and maintenance.Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.EDUCATION AND EXPERIENCEGraduation from an accredited college or university with an Associate\'s Degree in Engineering, Construction Management, GIS Systems, or related field and three (3) years\' experience in managing or coordinating public works programs/projects including tracking and reporting asset management; experience in the operation of heavy automotive equipment.Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.PHYSICAL DEMANDS / WORK ENVIRONMENT / ADA COMPLIANCE STATEMENT / EEO STATEMENTThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
