I. Job Summary

WM\'s Organics Recycling Group is responsible for the development of organics recycling projects, including composting, solids and liquids pre-processing, anaerobic digestion and similar ones employing both traditional and next generation technologies. The successful candidate will coordinate with internal and external stakeholders to review and analyze potential project opportunities, from initial project conceptualization to the point of capital approval for full project development and implementation. This involves working with stakeholders to set key project parameters, technology selection, financial modelling, development of required contract for feedstocks and products. This person will identify of key project risks, including those involving permitting, scheduling and market factors. This candidate will display a strong work ethic, team facilitation skills, entrepreneurial spirit, and ability to manage multiple projects simultaneously.

II. Essential Duties and Responsibilities. To perform this job successfully, an individual must be able to perform the following essential duty satisfactorily.

Coordinate with internal and external stakeholders to complete initial financial and technical feasibility for prospective organics processing facilities.

Coordinate with local WM staff and project development team to screen potential facility locations and select preferred site(s).

Coordinate with internal resources to document project requirements and basis of design, review technical alternatives, and select the preferred technical approach.

Support the development of project financial models, and present analysis and recommendations to on various project delivery and financing structures.

Support the development of all required business relationships, including contracts, for securing feedstocks and product offtake arrangements.

Support the development of preliminary facility design and capital cost estimates. Identify critical site engineering information that will be needed to advance project.

Coordinate with local WM staff and consultants to identify key local and state regulatory criteria, zoning, permitting processes and schedule expectations.

Build and maintain a project schedule (until the project receives capital funding for construction).

Identify all project risks and maintain a risk register, providing risk mitigation measures and recommendations.

Build project summary presentations and support the development of key materials for executive summaries and project briefings to Area and Corporate leadership

Comply with policies regarding recordkeeping including use of SharePoint. Maintain detailed meeting and call notes.

IV. Qualifications

The requirements listed below are representative of the qualifications necessary to perform the job.

A. Education and Experience

Education: Bachelor\'s Degree (accredited), or in lieu of, HS Diploma or GED (accredited) and 5 years relevant experience required. Master\'s degree preferred.

Experience: Five years previous relevant experience (in addition to education requirement). Relevant experience may include experience with solid waste management or wastewater treatment, composting, anaerobic digestion, biogas upgrading, construction, and/or project engineering.

D. Travel

Travel expectations approximately 25-35%.

Required to be exposed to physical environment which involves dirt, odors, noise, weather extremes or similar elements occasionally.

Normal setting for this job is: hybrid in Houston, TX or remote but field work will be required.
