Salary: $49,600-$62,000- Vermont. Salary commensurate with experience and based on geographic location.

This is a one-year position pending renewal of funder support.

Position Summary:

General Description: The Global Development Division develops and implements programs in basic education, vocational and higher education, teacher training and capacity development. Within the TESOL Education practice area, World Learning designs and implements programs around the world contributing to the development of English language educators\' teaching skills and English language skills. These programs are funded by an array of government and private organizations and are delivered in face-to-face, blended, and online modalities. The TESOL Education practice area also delivers accredited and non-accredited certificate programs through partner sites located in different parts of the world.

As part of its work and contributing to World Learning\'s mission, the TESOL Education team manages the New Vermonter Education Program (NVEP) hosted at the School for International Training\'s (SIT) campus and sites in Brattleboro and elsewhere in Southern Vermont. This program provides needed support to Afghan and other refugees as they settle into their new life in the U.S through development of English communications skills and cultural competencies. The program will take place on-site and possibly in virtual formats. In collaboration with the World Learning and SIT Management and Technical Specialists, the Senior Program Officer is directly involved in development, implementation, and on-site management and oversight of the activities offered to New Vermonter Education Program cohorts. NVEP is implemented in partnership with the Ethiopian Community Development Council (ECDC), Brattleboro Development Credit Corporation (BDCC), and The Tutorial Center in Bennington among other important community stakeholders.

This position will serve as the primary point of contact overseeing and integrating program components on a day-to-day basis. This position will also work directly with program staff, partner organization staff, and instructors to ensure full logistic and program support to ensure student learning outcomes. The NVEP Senior Program Officer will work with internal stakeholders and support units to ensure the NVEP Program is offered with high academic quality, operational efficiency, and stakeholder engagement.

Specific Responsibilities:

NVEP Staff Management- Administrative and Teaching

  • Provide on-site leadership to NVEP program teaching and administrative staff to deliver courses and carry out supporting processes in line with program goals.
  • Work with the NVEP, World Learning, and SIT staff to ensure the program is effectively administered and coordinated to achieve programmatic goals.
  • Participate in recruiting and hiring NVEP teaching and administrative staff, as needed, in collaboration with World Learning HQ team and support units.
  • Serve as the main POC with World Learning Headquarters and SIT in matters related to NVEP administrative and teaching staff management.
Operations Quality Management and Compliance
  • Manage program class and course schedules.
  • Set and oversee teaching staff assignments, rotation, and resource management.
  • Serve as the point of contact (POC) between the program site(s) facility administrator(s) and NVEP teaching and administrative staff.
  • Manage allocated budget for purchases and activities.
  • Provide program development updates and information for donor reporting requirements.
  • Oversee student data management and carry out needed analysis.
  • Work in collaboration with NVEP partners and stakeholders to ensure quality operation processes implementation.
  • Participate in required related training sessions and programs.
  • Ensure that program operations comply to terms set by funders in award agreements.
Academic Quality Management and Compliance
  • Oversee academic processes including curriculum development, implementation, in-service teacher/volunteer training programs, and course programming.
  • Analyze data gathered from student satisfaction surveys, class observations, and input from other stakeholders for programmatic decision making
  • Lead monitoring and evaluation processes, including reporting of impact data (qualitative and quantitative) to donors.
  • Participate in required training sessions and programs and keep up to date on most recent English Language Teaching (ELT) trends
Stakeholder Engagement and Business Development
  • In coordination with World Learning and SIT management, participate in meetings with partners and other community stakeholders around refugee resettlement.
  • Participate in partner, stakeholder, and funder meetings as required.
Position Requirements:
  • Education: BA in Education or Education Management related fields.
  • Experience: Minimum of three years of language program management experience, five years of English as a Second Language/English as a Foreign Language classroom teaching
  • Language: Native-level English language fluency or C2 level in the Common European Framework of Reference for Languages required. Excellent writing skills required.
  • Knowledge: Knowledge and experience with communicative language teaching methodology; ELT resource materials; American history and culture; use of technology to support the learning purposes
  • Management Experience: Proven experience managing teaching staff, courses, and administrative
procedures; directing teams with diverse functions; clear communication skills; planning and carrying out management plans
  • Skills and Abilities: Cross-cultural teaching skills, strong leadership, effective communication (oral and written) skills, and interpersonal skills. Knowledge of MS Office applications such as Word, Excel, and MS Outlook.
  • Knowledge of virtual learning platforms
  • Ability to take initiative, be creative, flexible, and work independently and with a team
Desired Qualifications:
  • MA in TESOL, MA in Education
  • Familiarity with refugee education programs
  • Familiarity with U.S. Government grant management
  • Familiarity with refugee education programs
Vaccination is strongly recommended for all employees in our U.S. offices except for those receiving medical or religious exemptions.
