Position Summary

We are looking for a proactive, customer focused, team player; who is a good communicator, customer-service oriented, and is able to interact with all levels of personnel in the Company.

Essential Duties and Responsibilities

Duties include, but not limited to:

  • Candidate will be required to manage the proposal development process through interaction with the Proposal Operations organization, Operational entities, and other team members across the Company.
  • The Senior Proposal Manager will oversee the initiation, development, and completion of responses to Requests for Proposals (RFPs), and develop associated products, such as proposals, statements of capabilities, white papers, briefings, etc. They will provide proposal support to local and remote internal customers on requests or solicitations issued. The Senior Proposal Manager will develop compliance matrices, proposal schedule/calendar, and proposal templates as required. They will manage development of proposal content to ensure compliance with requirements, and lead/support color reviews (pink, red, or gold) as needed.
  • The Senior Proposal Manager will develop content and requirements for data calls to support proposal development and manage the response effort to ensure the proposal team (internal and external) adhere to the Company proposal process.
  • Working with BD and Capture Managers, the Senior Proposal Manager will supervise/oversee development of proposal win themes, discriminators and storyboard or strawman proposal development, as well as manage the final proposal documentation. The Senior Proposal Manager is wholly accountable and responsible for ensuring complete compliance with all RFP requirements identified by the Customer.
  • In addition to proposal management, the Senior Proposal Manager will provide RFP evaluation, writing support (including management, past performance, resumes, and/or interviewing subject matter experts) if needed, develop compliance and cross-reference matrices, as well as provide other proposal development expertise to enable the Company to grow and diversify its business base.
Requirements

Minimum Requirements
  • A minimum of 7 years\xe2\x80\x99 experience managing proposals in the US Government contracting environment, with responsibilities for writing and preparing complete and compliant proposals.
  • Demonstrated experience in implementing and executing proposal development processes, working with different department leads and team members.
  • Demonstrated experience managing large complex ($100M+) proposals involving multiple team members for both services type and systems integration type bids.
  • Familiarity with the federal contract bid process and requirements, the Government task order and RFP development process, Federal Acquisition Regulation (FAR) requirements, and how proposals are evaluated.
  • Proven ability to analyze RFP requirements, and synthesize information to support development of win themes and value propositions.
  • Excellent written and oral presentation skills, and proven ability to understand and communicate solution/proposal concepts in a compelling, persuasive manner.
  • Must be able to support Capture Managers and executive leadership in potential impacts to the ability to win awards based on RFP and proposal analysis.
  • Must be willing to travel for extended periods of time (up to 6-8 weeks) to lead remote proposal operations.
  • Supports development and refinement of templates, and standardized processes to streamline proposal development and continuously improve proposal development processes.
  • Capable of working under tight deadlines, with the flexibility and time management skills to work on multiple projects concurrently.
  • Must be proficient in using Microsoft Office applications (Word, Excel, PowerPoint) to support proposal desktop publishing, and produce reports, presentations, correspondence, and a variety of other materials as needed.
  • Experience with Adobe suite tools, MS SharePoint, and VPC a plus.
Desired Requirments:
  • Bachelor\xe2\x80\x99s degree in a technical discipline.
  • Ability to obtain a Secret clearance.
  • Experience working as a program manager or similar line management position.
  • Capable of professional interaction across all levels of personnel, including executive leadership, former military personnel, external partners, and technical subject matter experts.
  • Strong leadership, problem-solving, and decision-making abilities.
  • Excellent time and resource management skills.
  • Excellent management and communication skills to facilitate results across functional groups and organizations, including geographically dispersed organizations, and across many professional disciplines.
  • Participate in strategy sessions and conduct interviews with SMEs to support technical proposal writing and overarching proposal solutions.
