Job Description


The mission of the International Institute of New England (IINE) is to create opportunities for refugees and immigrants to succeed through resettlement, education, career advancement and pathways to citizenship. One of the oldest and largest human services organizations for New Americans in the region, IINE serves more than 4,000 people each year in Boston and Lowell, Massachusetts, and Manchester, New Hampshire. Our programs include case management, youth and family services, English for Speakers of Other Languages (ESOL), employment and skills training, and immigration legal services.

Overview
The Shelter Services Director is responsible for providing leadership and vision to the newly developed shelter program at IINE. The Director provides overall management and supervision to the shelter program, including supervision of staff, developing, and implementing policies and procedures, and ensuring quality services by maintaining compliance with contracts and grants. The role is specifically focused on working with migrants living in hotels within a 30-to-60-minute drive of our Boston and Lowell Offices. The position oversees the Staff Attorney assigned to shelter services work and case specialists. Reporting to the Chief Program Officer, this position offers a unique opportunity to respond to the state of emergency recently declared by Governor Healey and provide support to migrants in need. This is a one-year position with the possibility of renewal.

Responsibilities
Program Leadership
  • Responsible for the planning, development, and implementation of the program including reporting for program activities.
  • Develop, implement, and ensure compliance with policies and procedures.
  • Assess and evaluate program effectiveness and outcomes to ensure responsiveness to client needs. Work with program staff to implement program modifications to reflect contractual regulations, client needs, and the IINE mission and goals.
  • Monitor required documentation, data collection, and reporting for all contracts and ensure that programs comply with IINE goals and contractual guidelines.
  • Directly supervise staff assigned to work in emergency shelters.
  • Work closely with the Chief Program Officer to develop and manage the program budget.
  • Build relationships and partnerships with community-based organizations.
  • Serve on the program leadership team and help develop, implement, and maintain short- and long-term program plans and objectives within the scope of Institute-wide policies and goals.
  • Manage program expenses across all contracts and grants, including decisions on-site expense allocations and spending of program funds within the annual site budget.
Administrative
  • Responsible for staff updating case management systems with case notes, maintaining client files (physical and digital).
  • Support reconciliation activities with the finance department as needed.
  • Pull relevant data as needed for reporting or work closely with IINE\'s Associate Director of Research & Evaluation to collect and provide information and data.
  • Participate in required providers meetings.
  • Identify processes and procedures that can help the shelter services team work more efficiently and effectively.

Education & Experience
  • Bachelor\'s degree required, Master\'s degree preferred.
  • 3-5 years relevant professional experience in programs, preferably managing shelter services, social and community-based programs, departments, or organizations.
  • Direct program, policy, system, and budget planning, implementation, and evaluation experience required.
  • Experience with data entry and related systems; familiarity with Apricot and Salesforce preferred.
  • Experience in a multi-cultural/multi-lingual workplace required.
  • Demonstrated experience managing professionals in programs required.
Work Environment Conditions
  • Frequent interruptions from employees and clients- must have ability to multi-task.
  • Required office work including exposure to bright, office lighting.
  • Must have access to a vehicle and auto insurance. Position requires frequent travel to shelters/hotels within driving distance from our Boston and Lowell offices. (NOTE: IINE pays the government\'s mileage reimbursement rate for all travel).
  • Requires occasional night and weekends events and work.
  • Requires office work.
Physical Demands
  • May require lifting materials (boxes, equipment, furniture) of up to 50 pounds or more.
  • Requires sitting (or standing) at a desk for long periods of time.
Covid-19 Policy

IINE does not require applicants for most positions to show proof of Covid-19. Some federal contracts, however, require IINE staff to show proof of Covid-19 vaccination, and some immigration status adjustments, such as a Green Card, require proof of Covid-19 vaccination as well. Consequently, for some positions, IINE staff may be required to show proof of vaccination, and in others, IINE staff will be supporting clients who are required by law to have proof of vaccination in order to adjust their status in the United States.
