THE POSITION
The Solid Waste Specialist is responsible to plan, coordinate, promote and implement City wide waste reduction, recycling, composting, and public education activities; investigate and enforce applicable ordinances and regulations related to the City\'s solid waste program; implement public education programs; prepare written and verbal reports.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS
Essential Functions:
Assist in the coordination of all recycling and diversion related program activities.
Implement and ensure that all reporting requirements for state and local regulatory agencies are met, including preparing reports and researching legislation to determine what is required for compliance.
Drive City vehicles in a safe and knowledgeable manner.
Evaluate and monitor source reduction and recycling activities; make recommendations for improvements and modifications; prepare reports on activities.
Respond to community inquiries regarding recycling and waste reduction; investigate and resolve complaints.
Patrol assigned area in a City vehicle to inspect communities containers to identify any violations to City codes; gather supporting evidence when necessary; provide support to Code Enforcement with route reviews and public education.
Develop, coordinate, and update the City\'s waste reduction, recycling, composting, and public education programs; perform public outreach and provide education regarding the City\'s solid waste program; develop flyers, pamphlets, and brochures for public distribution.
Seek abatement of violations through education and voluntary compliance or through direct enforcement activities by coordinating with the City\'s code.
Coordinate program efforts with other departments, organizations, and public agencies to make the program work in a more effective manner; prepare and submit grants and proposals for the funding of qualifying conservation programs.
Review current developments, trends, and practices in the field of source reduction, recycling, composting, and public information; review and make recommendations on proposed State legislation, local ordinances, and plans.
Gather and translate statistical data; prepare and maintain accurate reports and spreadsheets, including reports to federal, state, and local agencies.
Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for equipment, materials, and supplies; monitor and control expenditures.
Recommend goals and objectives and assist in the development of policies and procedures.
Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
Observe and maintain a safe working environment in compliance with established safety programs and procedures.

MINIMUM QUALIFICATIONS
Knowledge of:
Solid Waste, Composting, source reduction and recycling methods and practices related to the environment and the economy.
Municipal, commercial, and industrial waste reduction, composting, recycling, and solid waste programs.
Advertising and promotional approaches, including public relations, personal sensitivity, and ability to gain compliance.
Procedures and techniques for working with the public in a tactful and professional manner.
Research techniques, statistical methods, and report writing.
Applicable Federal, State, and local laws, codes, ordinances, rules, and regulations.
Principles of community and public relations.
Ability to:
Learn to enforce applicable codes, ordinances, laws, rules and regulations.
Use maps and learn City geography.
Carry out conflict resolution skills.
Type at a reasonable speed.
Communicate clearly and concisely, both orally and in writing.
Conduct research; prepare clear and accurate presentations, technical reports, and documentation.
Establish and maintain effective working relationships with those contacted in the course of work.
Operate office equipment including computers, technical equipment, and supporting word processing, spreadsheet, and database applications.
Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Two years of experience developing and/or promoting a recycling program, waste reduction, or other solid waste management programs. Experience in the enforcement of municipal codes is desirable.
Training:
High School diploma or GED equivalency supplemented by college level coursework in public administration, business administration, environmental science, biological science, physical science, or a related field.
License or Certificate:
Possession of, or the ability to obtain, a valid California driver\'s license.

WORKING CONDITIONS
Work is performed in both, an office and field environment subject to typical office noise, environment and regular travel from site-to-site. Positions may require occasional overtime or weekend work.
