SUMMARY OF DUTIES:
This position has the overall responsibility of providing oversight with the Division Engineer for effective execution of daily activities and facility projects. This position is responsible for compliance, maintenance, and construction, along with developing and implementing both short and long-term goals to meet division needs. This position oversees and provides support and guidance for the administrative clerks at each sub-division along with Procurement and Vendors. The position is a liaison between Procurement, Division and Vendors to ensure expense services and/or materials are in compliance with Amtrak\'s accounting procedures.

ESSENTIAL FUNCTIONS:

  • Ensures that all facilities/headquarters are well maintained by working in conjunction with local management, agreement employees, vendors.
  • Works with Division to efficiently plan and schedule the use of division resources, including equipment, and materials.
  • Maintains and updates databases for: costs, overtime, budgets, vehicles and equipment usage, inspection reports, and any other items as assigned.
  • Attends all safety meetings and coordinates with Safety Liaisons to address employee concerns.
  • Oversees program compliance relative to 1872\'s, annual training camp, Safety Starts with Me, quarterly employee reviews and special material purchases by working directly with the administrative clerks.
MINIMUM QUALIFICATIONS:
  • Bachelor of Science Degree in Engineering or Business Management, with a minimum of 3 years\' experience.
  • In lieu of education, a minimum of 7 years of relevant work experience, or equivalent combination of education, training, and work experience.
  • Demonstrated experience in planning and scheduling.
  • Demonstrated knowledge of FRA Safety Standards & Regulations, railroad maintenance practices and procedures.
  • Demonstrated knowledge of railroad and facility construction methods, operations, and procedures.
  • Ability to manage effectively project reporting and administrative control for multiple concurrent maintenance and construction projects.
  • Ability to provide effective logistical management to the department to maintain the infrastructure and control operating costs.
  • Demonstrated experience in using Amtrak\'s business, operations, and financial systems.
  • Demonstrated experience with computer applications such as Microsoft Office Word, PowerPoint, Outlook, and Excel.
  • Must possess excellent oral and written communications skills and be able to interact effectively with all levels of management.
MINIMUM KSA (Knowledge, Skills and Abilities):
  • Knowledge of railroad operations and procedures.
  • Experience in using Amtrak\'s business, operations, and financial systems such as Ariba on Demand, Concur, SAP, Maximo, EPS and EERS.
  • Experience in communicating orally and in writing within and outside of the organization.
  • Experience in planning and scheduling.
  • Ability to manage effectively project reporting and administrative control for multiple concurrent maintenance and construction projects.
PREFERRED QUALIFICATIONS:
  • Master of Science Degree in Engineering or Business Management, with a minimum of 5 years\' experience.
  • In lieu of education, a minimum of 9 years of relevant work experience, or equivalent combination of education, training, and work experience.
  • Knowledge of facility standards and maintenance.
  • Proficient experience in planning and scheduling.
  • General knowledge of FRA Safety Standards & Regulations, railroad maintenance practices and procedures.
  • General knowledge of railroad construction methods, railroad operations and procedures.
  • Ability to manage effectively project reporting and administrative control for multiple concurrent maintenance and construction projects.
  • Proficient experience in using Amtrak\'s business, operations, and financial systems such as Concur, Ariba on Demand, SAP, Maximo, EPS and EERS.
  • Proficient experience with computer applications such as Microsoft Word, PowerPoint, Outlook, and Excel.
WORK ENVIRONMENT:
  • Fast paced environment with frequent changing priorities and needs.
  • This position requires travel between all Amtrak facilities for the division.
  • Ability to develop facility needs and expedite using local vendors, Amtrak workforce, and coordinate with Project Delivery Group.
  • 100% working on site or in the office.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

The salary/hourly range is $79,410 - $102,920. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee\'s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee\'s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
