SALARY RANGE: $93,622.00 - $149,726.00 ANNUALLY

BACKGROUND CHECK

PROBATION
All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.
SUMMARY OF POSITION
Baltimore's Budget Office, the Bureau of the Budget and Management Research (BBMR), is recruiting for an individual to join our team as a Strategic Initiatives Director. The Director will be the lead staff member in supporting the City Administrator, Deputy Finance Director, and Budget Director in developing and implementing the City's 10- Year Financial Plan. The City is currently in the process of developing a 10-Year Financial Plan which will serve as a financial roadmap for Mayor Scott's second term. It will feature over 70 initiatives that the City will pursue to generate savings that can be re-invested in the three cornerstones of the Plan: Core Service Delivery, Infrastructure Development, and Tax Competitiveness. The City's 10-Year Plan is wide-reaching and covers nearly every agency, which will give the Director an immersive experience in City government.
ESSENTIAL FUNCTIONS
Overall Plan Direction
The Director will play a critical role in providing overall direction for the 10-Year Plan. Key responsibilities and tasks will include:Assisting in finalizing the 10-Year Financial Plan document and website, with an expected release date in the Spring of CY 2025. Developing workplans, timelines, and goals for each of the initiative implementation teams. Coordinating with implementation teams to gather information about the status of each initiative and reporting out on the status to key stakeholders. Conducting briefings with key stakeholders, both internal and external, on the status of the overall plan implementation. Developing and maintaining a website and dashboard to communicate the Plan's status to the public. Integrating the City's 10-Year Plan work into the Bureau's communication strategy, including via the City's annual budget publications and in its social media presence.

Plan Implementation
The Director will also play a leading role in implementing the initiatives in the 10-Year Plan. Key responsibilities and tasks will include:Leading one or more of the initiative implementation teams, including coordinating with other stakeholders to implement each initiative and deliver the expected savings. Conducting ongoing analysis and benchmarking of the City's initiatives vs. other government peers, to ensure that the city is following best practices and ensuring each initiative's success. Providing advice, guidance, and support to initiative implementation teams as needed to ensure that they stay on track to deliver on the expected savings.

Other Duties
The Director will be responsible for helping to translate the status of Plan initiatives into the annual budget. Key tasks include:Coordinating community engagement efforts regarding proposed initiatives. Providing budget estimates regarding Plan initiatives that can be incorporated into the annual budget. Preparing policy analysis and white papers regarding initiatives.

EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: Have a bachelor's degree from an accredited college or university including at least 30 credits in accounting, business administration, finance or a related field
AND
EXPERIENCE: Have four years of project management experience.
LICENSES, REGISTRATIONS AND CERTIFICATES: Some positions may require certification in specified areas of expertise as needed for individual project.
