Summary

The Office of Risk and Strategy (ORS) within the Division of Corporation Finance (Division) assists Division leadership in identifying, prioritizing, and reporting on existing and emerging risks with respect to the Division\'s mission critical activities. If selected, you will serve as ORS Branch Chief for the Research Branch, where you will be responsible for a broad range of assignments related to researching emerging and evolving risks.

Typical duties include:
  • Serving as a supervisor and senior legal adviser for the ORS Deputy Chief Risk Officer, managing the activities of the branch.
  • Leading a team of ORS attorneys who analyze emerging trends impacting investors, issuers, capital markets, and securities.
  • Managing time-sensitive special projects, studies, and initiatives related to emerging risk issues and issuer disclosure obligations.
  • Performing extensive review of memoranda, talking points, reports, staff responses to congressional and other governmental inquiries, and correspondence with market participants.
  • Performing the administrative and human resource management functions relative to the staff supervised including: plans, schedules, and assigns work to staff; establishes guidelines and performance expectations for staff members; provides feedback; periodically evaluates employee performance; oversee training and development of staff; manages time and attendance; carries out Equal Employment Opportunity (EEO) policies and program activities; and other responsibilities as assigned.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.

BASIC REQUIREMENT: All applicants must possess the following
  • J.D. or LL.B. degree --AND--
  • Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty.
MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement. SK-15: Applicant must have at least four years post-J.D experience identifying legal issues, providing legal analyses, providing legal solutions/recommendations, and preparing legal documents, which also includes at least three years:

(1) Providing guidance and oversight to an organization\'s approach to assessing and managing its risk identification and assessment processes;

(2) Implementing and operationalizing surveillance and monitoring programs related to business objectives;

(3) Representing an organization, internally and externally, in engagements with senior level representatives of other organizations or agencies; and

(4) Interpreting, applying, guidance and evaluating the provisions of the Securities Act of 1933 and the Securities Exchange Act of 1934 and policy issues related thereto.
