Duties

The Supervisory Medical Supply Technician (MST) serves as a supervisory technician located in the Sterile Processing Service (SPS) and reports directly to the Chief of SPS. The Supervisory MST functions as a first-level supervisor responsible for the oversight of a group of MSTs, with administrative responsibility for planning and directing the work.

Duties include but are not limited to:
  • Oversees attendance and leave, including approval of sick and annual leave and vacation schedules.
  • Informs higher level management of anticipated vacancies or increases in workload.
  • Recommends promotions, reassignments, recognition of superior performance, retention or release of probationary employees or other changes of assigned personnel.
  • Holds corrective interviews with employees, referring disciplinary problems to higher levels of management.
  • Resolves informal complaints of employees and deals with union representatives on personnel matters.
  • Provides technical supervision necessary for accomplishing the work of the organizational unit.
  • Initiates tracking reports and data analysis for SPS.
  • Coordinates with SPS Management, Logistics, Reusable Medical Equipment (RME) Coordinator, and SPS Quality Assurance for all new purchased and leased instrumentation.
  • Receives, schedules, refers, and contacts members of the staff, agency, and persons outside the agency ranging from other government agencies to the general public.
  • Creates correspondence and reports to RME, SPS, VISN, Services, and other Government Agencies and public corporations that deal with SPS.
  • Independently manage RMD according to the SPS Directives, Policy, Association of Advance of Medical Instrumentation (AAMI), Healthcare Sterile Processing Association (HSPA formerly known as IAHCSMM), Association of Operating Room Nursing (AORN) and Joint Commission regulations and other governing resources.
  • Oversees the development and coordination of all Standard Operating Procedures (SOP\'s) for all medical equipment at WRJVAMC.
  • Provides initial orientation and a continuing on the job training for new and established SPS employees.
  • Develops, monitors, and revises SPS education programs for transportation, decontamination, preparation/assembly, sterilization/disinfection, distribution, and storage of reusable medical equipment for the medical center.
  • Develops and provides training to employees to fully comply with provisions of safety regulations and infection control procedures and principles.
  • The position may be assigned to work as needed on other than normal working tours of duty or shifts, either in the evenings or on weekends. Such scheduling for other than normal working tours of duty will be assigned as needed by the Chief, Sterile Processing Services (SPS).

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience and/or Education: (1) Experience. Six months of experience that demonstrates the applicant\'s ability to perform the work or provides an understanding of the work; or (2) Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; or (3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
  • English Language Proficiency. MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: GS-08: Supervisory Medical Supply Technician (Sterile Processing)

Experience. One year of experience equivalent to the next lower grade level GS-07.

AND

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
  • Ability to manage, interact and deal with individuals of varying backgrounds.
  • Ability to direct staff and manage tasks to be completed.
  • Ability to oversee and supervise all aspects of decontamination, preparation, sterilization, monitoring, and distribution of RME.
  • Ability to perform a full range of supervisory duties, including assigning, planning and evaluating work, recommending awards, approving leave, identifying training needs, and resolving staff issues.
Assignment. The Supervisory MST functions as a first-level supervisor responsible for the oversight of a group of MSTs, with administrative responsibility for planning and directing the work.
