POSITIONS SUPERVISED: None
BLS COMPARABLE: 49-2094, Electrical and Electronics Repairers, Commercial and Industrial Equipment; 51-8031, Water & Liquid Waste Treatment Plant & System Operators

LEADERSHIP: Provides co-worker leadership to others through motivation, team building, and providing feedback.

CONDITIONS OF EMPLOYMENT

  • Must meet physical requirements to wear self-contained breathing apparatus.
POSITION PURPOSE: To protect the integrity of the environment and safeguard the community\'s citizens by ensuring the City of Enid\'s Water/Waste Water facilities are operating efficiently through the development, maintenance, preventive maintenance, and effective utilization of computerized systems.

ESSENTIAL FUNCTIONS AND BASIC DUTIES

Develop and perform scheduled preventive maintenance tasks, such as inspecting, testing, and repairing, diagnosing malfunctions of SCADA.

Investigate equipment problems, ascertain causation, prepare written records and make suggestions for correction.

Create specifications, select, assemble, and install equipment based on job specifications.

Operate control mechanisms to turn on/off wells as needed.

Maintain detailed records of repairs.

Study blueprints, schematics, manuals, and other specifications to determine the location of wiring and equipment for repair and installation procedures and to ensure conformance to safety and regulatory codes.

Install, program, and calibrate electronic sensors to monitor and control equipment and provide feedback to the Programmable Logic Control (PLC).

Develop plan to upgrade system and keep apprised of technological advancements. Make recommendations to management on upgrades and advancements.

Periodically test computer equipment, using test equipment and software and by applying knowledge of the functional operation of SCADA (Supervisory Control and Data Acquisitions) equipment to detect and prevent problems.

Coordinate and link internal computer systems such as Local Area Networks (LAN\'s), Wide Area Networks (WAN\'s), intranets, the internet, and other data communication systems to increase compatibility between the main facility and distant equipment so that information can be shared in an expediant and efficient manner.

Expand or modify system to serve new purposes or improve work flow by installing new computer hardware and/or software.

Work with serial communications equipment.

Travel to various job sites.

Provide assistance and support to other departments as needed.

Perform other duties as required.

PERFORMANCE MEASUREMENTS
  • The electronic, electrical, and computerized systems in all departments run smoothly and effectively.
  • Deficiencies are recorded and tracked.
  • Effective working relations exist with City personnel.
  • New employees are well trained and assisted. Management is appropriately informed.
  • Equipment malfunctions are reduced through the development and implementation of an efficient preventive maintenance program. Standard operating procedures exist.
  • Equipment is well maintained and replacement schedule is in place and periodically updated.
  • Knowledge of SCADA and PLC\'s is demonstrated.
  • Policies and procedures in City of Enid\'s personnel manual and safety manual are understood and followed; safety procedures are modeled for other employees.
  • The City\'s professional reputation is maintained.
QUALIFICATIONS EDUCATION/EXPERIENCE:
Associate\'s degree (A. A.) or equivalent from two-year college or technical school; or three to five years related experience and/or training; or equivalent combination of education and experience.

CERTIFICATES/LICENSES:
Class D Water license (within 6 months).
Class D Waste Water license (within 6 months).
Maintain 4 hours of continuing education annually.

REQUIRED KNOWLEDGE:
Electrical: Electrical voltages, 3-phase power systems, electrical safety, and motor controls.

Mechanical: Knowledge of machines and tools, including their designs, uses, repair, safety, and maintenance.

Computers and Electronics: Knowledge of SCADA, networking, PLC\'s, electronic equipment, and computer hardware and software, including applications and programming.

Telecommunications: Knowledge of transmission, broadcasting, switching, control, and operation of telecommunications systems.

Specialized: Conceptual development of automation systems and strategies.

SKILLS/ABILITIES:
  • Ability to work independently.

  • Good communication abilities.
  • Strong typing and computer application skills, including computer operating systems.
  • Proficient in use of SCADA and PLC\'s.

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION FINGER DEXTERITY:
Manual dexterity sufficient to reach/handle items; works with the fingers, and perceives attributes of objects and materials.

VISUAL ABILITIES:
Normal vision, with or without corrective lenses.
Color vision.

PHYSICAL STRENGTH:
PDC Level: Medium Employee lifts/carries 50 lbs occasionally (less than 33% of the time or 1-100 times per day). Heavy physical activity required performing somewhat strenuous daily activities of a mechanical nature. Frequent standing, climbing while carrying weight, over the head reaching and lifting, squatting and kneeling.

LANGUAGE/COMPREHENSION:
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write information and respond to questions from groups of managers, clients, customers, and the general public.

REASONING ABILITY:
Ability to define problems collects data, establishes facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

MATHEMATICS ABILITY:
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

WORK SCHEDULE/HOURS:
Regular - 8 hour shift, typically 7:00 a.m. to 3:30 p.m., Monday - Friday.
24-hour call, nights and weekends, as required.
Overtime as required.
Other-Variable lunch period and breaks in coordination with other personnel.

WORK CONDITIONS:
Outdoors and indoor shop environment.

NOISE LEVEL:
Moderate to very loud noise.
Hearing protection required.

OTHER WORK CONDITIONS:
Occasional work above ground level where the possibility of falling exists.
Occasional exposure to air contamination.
Occasional exposure to vibration.
Awkward and confining workspace.
Risk of electrical shock and exposure to high voltage.
Personal protective equipment required.
Work with hazardous materials.

ADVANCEMENT CRITERIA INTERMEDIATE
5-7 years related experience.
Class C Water license.
Class C Wastewater license.
Completion of motor control, software, web design,
and/or PLC coursework.
Unlimited Journeyman\'s License.
Advanced safety knowledge as applies to position.
Valid CPR certification.

ADVANCED
8+ years of experience.
Class B Water license.
Class B Wastewater license.
Ability to fill in for electrical contractor (if licensed) or supervisor forshort period of time.
Electrical contractor\'s license.
Bachelor\'s Degree in related field.
Knowledge of budget preparation and administration, purchasing coordination and documentation, and departmental expenditure monitoring.
