Job Description

A highly organized project manager to drive timely delivery of S-EBT benefits;

An effective day-to-day operations manager to oversee team activities; and

A strategic decision-maker to transition the new program to permanent operations.

The individual who shall be responsible for leading the S-EBT program team's daily operations

including activation, organization, development, and management of 5-6 program staff;

The individual shall be responsible for overseeing the associated fiscal year S-EBT functions,

operations, and benefits delivery, including the following:

The individual shall be responsible for orchestrating eligibility data preparation, maintenance, and integrity;

The individual shall ensure accurate data conversion, payment, and notice transmissions;

The individual shall be responsible for reporting operational data, identifying trends, and gaps;

The individual shall manage fraud, fair hearing, and escalated issue coordination efforts;

The individual shall proactively communicate issues to DHS leadership and S-EBT stakeholders; The individual shall coordinate emergent S-EBT operational needs.

The individual shall be responsible for managing the overall S-EBT project roadmap, associated with the fiscal year budget:

The individual shall identify strategic objectives, priorities, critical milestones, required resources, risk mitigation, and dependencies;

The individual shall develop program requirements, roles, responsibilities, functions, artifacts, workflows, and schedules;

The individual shall develop implementation plans, communication plans, and evaluation plans;

The individual shall identify program dependencies and risks as well as mitigation plans;

The individual shall develop and manage overall project schedule and RAID log.

C.4.1.16

The individual shall be responsible for overseeing the delivery of the new Case Management system, including:

The individual shall oversee development of required policies, procedures, and business requirements.

The individual shall oversee the development of required notices, reports, audits, and benefits transmission functionality;

The individual shall ensure system design, user research, test scenarios, and monitoring result in usable, performant, and sustainable case management system;

The individual shall coordinate with agency partners to ensure timely delivery of case the management system and other technological components required to implement FY25 and future S-EBT benefits;

The individual shall document stakeholder feedback to inform development priorities.

The individual shall be responsible for the planning of sustainable S-EBT program operations in FY26 and beyond, including:

The individual shall develop the FY26 and future federal and local program budgets, supporting the process through federal approval;

The individual shall organize all contracts and interagency agreements;

The individual shall coordinate with the interagency workgroup on program governance;

The individual shall coordinate the ongoing design and development of the case management system and other program infrastructure;

The individual shall deliver program materials, plans, procedures, and communications in coordination with DHS;

The individual shall structure ongoing customer service and outreach efforts related to the S-EBT.

The individual shall be responsible for the overall maturation of systems, procedures, staffing, vendors, reports, audits, funding, planning, and governance to realize a sustainable benefit related of the S-EBT program, including:

The individual shall collaborate with DHS leadership to establish priorities, drive operations, and coordinate program resources;

The individual shall work to ensure the Summer EBT program sustainability, through strategic decision-making and operational excellence;

The individual shall track new and evolving guidance on federal program requirements and develop and implement solutions to meet their requirements;

The individual shall translate stakeholder feedback into program implementation.

The individual shall have a minimum of 5 years of experience in project or program management.

The individual shall have proven experience implementing new federal programs at the state and local level.

The individual shall have proven experience and knowledge of government regulations, policies, and procedures related to SNAP, TANF, Medicaid, and child nutrition assistance programs.

The individual shall have proven knowledge of federal and District privacy laws and regulations the govern the sharing of regulated personal identifiable data types,

including: SNAP/TANF data, Medicaid and HIPAA data, student data, foster care data, and homelessness data.

The individual shall have proven knowledge of IT systems development and translating detailed policy requirements into system functionality, testing scenarios, and operational monitoring.

The individual shall have the proven ability to develop and implement program plans, budgets,and resource allocation for public programs.

The individual shall have call center management experience.

The individual shall have effective verbal and written communication skills.

Job Types: Full-time, Contract

Pay: $103,545.00 - $113,852.00 per year

Schedule:

8 hour shift Monday to Friday
