We currently have an opening for a Technology Policy Analyst .

This is a Statutory Exempt position and is not subject to the State Human Resources Act.

The Technology Policy Analyst is responsible for formal lifecycle management of IT policies, standards, and architecture frameworks. This position will lead efforts to build and maintain a comprehensive program of IT policy, standards, and architecture that support enterprise-wide initiatives.
Additionally, the Technology Policy Analyst is responsible for delivery of effective communication and awareness of NCDIT\'s IT policies. This includes formal publication of IT policies, standards, and framework, and to work with organizational leadership to ensure changes are formally updated and communicated in a timely manner.
Key Responsibilities include but are not limited to:

  • Manage the lifecycle of a broad IT policy, standards, and architectural framework program for NCDIT Internal Operations
  • Define and develop repeatable processes that facilitate and support the formal management of the NCDIT IT Policy Office
  • Collaborate with key stakeholders to identify information technology areas needing rules and procedures relating to IT systems, assets, resources, services, architecture, and governance that require technology policy and/or standards creation
  • Design, develop and continuously improve processes to manage IT policy and standards documentation
  • Formally document/edit/update IT policies and standards for the organization
  • Publish IT policies and standards and work with organizational leadership to ensure effective communications
  • Utilize industry standards and frameworks for best practice (ITIL, NIST, ISO, TOGAF, etc.)

Knowledge, Skills and Abilities / Competencies

Applicants must meet both the Education Requirements and ALL Knowledge, Skills and Abilities (KSAs) listed below in order to qualify. Qualified applicants must submit an application that CLEARLY REFLECTS work experience that demonstrates the following:
  • Demonstrated experience with technical documentation/writing in support of IT policy and standards
  • Demonstrated experience with IT policy governance, and how to create, modify, and deprecate technical policies effectively
  • Demonstrated experience with general technical competencies inclusive of information systems, acceptable use, access controls, systems integration, security awareness and IT governance
  • Demonstrated facilitation and communication skills with all levels of an organization including IT Executives, Business Managers, Enterprise Architects, and other technical staff, both verbal and written
  • Demonstrated ability to think strategically, manage responsibilities, define milestones, and plan with minimal day-to-day supervision
The following Management Preferences are not required, but applicants that possess these skills are preferred:
  • 3+ years related experience in information technology policy, standards, or architecture framework development for a broad service organization
  • Experience with M365 solutions including Office, SharePoint, and Teams
  • Experience with Content Management Systems (Drupal, SharePoint, ServiceNow)
  • Experience with process improvement and problem-solving methodologies
  • Experience with industry standards and framework (ITIL, NIST, ISO, TOGAF, etc)
Minimum Education and Experience Requirements

Bachelor\'s degree in economics, business administration, public policy, information science, or closely related field from an appropriately accredited institution and two years of experience in project management, and/or portfolio management
OR
Associate degree in economics, business administration, public policy, information science, or closely related field from an appropriately accredited institution and four years of experience in project management, and/or portfolio management or closely related field; or an equivalent combination of education and experience
