DEPARTMENT: Traffic Engineering
LOCATION: 4700 Elmore Road
HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m. or 7:30 a.m. to 4:30 p.m.
Example of Duties
Manages the Signal Division of the Traffic Engineering Department. This Division is comprised of the Operations Section and the Maintenance Section. The Operations Section performs signal timing, manages the computer controlled traffic signal system, staffs the Traffic Management Center (TMC), performs engineering reviews, and other services as appropriate. The Maintenance Section conducts routine maintenance, emergency repair, construction oversight, and other services as appropriate. This position manages personnel issues; reviews and approves timecards; prepares Assembly Information Memorandums (AIMS); coordinates with Purchasing for small item purchases; manages engineering consultant and construction contracts; coordinates with inside and outside agencies on traffic signal related issues and projects; responds to the public and other agency requests regarding traffic safety and signal issues; reviews signal construction and timing plans; manages the Division budget; manages multiple grant funds; manages projects using Federal funding; utilizes SAP budgeting software; and other duties as assigned or necessary for the smooth operations of the Traffic Signal Division. Perform other related duties as required.
Minimum Qualifications / Substitutions / Preferences
Bachelor\'s degree in Traffic Engineering, Transportation Engineering, Electrical Engineering, Civil Engineering, Land Use, or a related discipline, and five (5) years of experience in traffic engineering or a related engineering field, one (1) year of which must at the level of an Assistant Traffic Engineer II with the Municipality of Anchorage, or the equivalent elsewhere.

Engineer In Training Certificate or professional engineering registration and six (6) years of experience in traffic engineering or a related engineering field, one (1) year of which must at the level of an Assistant Traffic Engineer II with the Municipality of Anchorage, or the equivalent elsewhere.
OR
Master\'s degree in Traffic Engineering, Transportation Engineering, Electrical Engineering, Civil Engineering, Land Use, or a related discipline, and three (3) years of experience in traffic engineering or a related engineering field, one (1) year of which must at the level of an Assistant Traffic Engineer II with the Municipality of Anchorage, or the equivalent elsewhere.
Must possess a valid State of Alaska driver\'s license by the time of hire.
Preferences:
State of Alaska Professional Civil Engineering License (5% pay incentive for holding and maintaining this license).
Experience and knowledge of traffic signal operation and equipment, timing, management skills, applicable regulations, negotiation skills, and project management, etc.

Military Service Interview Preference:
Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual\'s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
