Position:Tribal Emergency Services ManagerDivision:Tribal AffairsDepartment:Emergency ManagementReports To:Chief Executive Officer - Tribal AffairsLocation:OpenExempt/Non-Exempt:ExemptPay Grade:Grade 12 ($61,942.00 - $90,286.50)Classification:Full-timeSummary:The Ponca Tribe of Nebraska is a federally recognized Tribe with its ancestral homeland located in Niobrara, NE. The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a \'Service Delivery Area\' comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational and cultural services.The primary purpose of this position is to address emergency preparedness, response, recovery and mitigation efforts for the Ponca Tribe of Nebraska\'s 15 county service area. This position will also address emergency response and recovery impacting members that reside outside the service delivery area as directed by the CEO of Tribal Affairs. The position will serve as the subject matter expert for the Ponca Tribe as it relates to federal, state, and local emergency management activities and funding. This position is responsible for the development, maintenance, implementation, and operational management of the Ponca Tribal Emergency Management Plan, the Hazard Mitigation Plan, and other emergency services or safety plans.Essential Responsibilities and Duties: * Prepare plans and procedures for responding to natural disasters or other emergencies that may impact the Ponca Tribe of Nebraska. Reviews, and edits plans and procedures, and evaluates existing programs as needed, ensuring plans conform with Federal requirements and regulations.

  • Prepare and maintain the Ponca Tribe of Nebraska\'s Hazard Mitigation Plan.
  • Coordinate with the Grants Department to apply for federal, state, and other available funding for emergency or disaster related needs and administer and report on the progress of such grants.
  • Develop and maintain senior level liaison with municipalities, county departments, state, and federal partners to facilitate emergency services plan development, emergency response coordination, and to develop formal mutual aid exchange of personnel and equipment within the Ponca Tribe of Nebraska service area.
  • Design and administer emergency and disaster preparedness and response training courses that teach Tribal members and Tribal employees how to effectively respond to all emergencies and disasters that impact the Ponca Tribe.
  • Develop and manage short-term emergency shelters designations at each of the Tribal service area offices.
  • Organize internal and external volunteer agencies groups to assist the Ponca Tribe in the event of an emergency (Primary: Tribal service area offices; Secondary: each Tribal community without an office site, but within one of the service areas).
  • Provide emergency services and Tribal resiliency related educational opportunities to Tribal members and Tribal employees.
  • Develop, schedule, organize, and lead emergency related preparedness drills and exercises, including those relevant to healthcare facilities
  • Develop and maintain an inventory of required emergency vehicles and equipment that would be needed to support Triable Emergency Services, including collaboration with the Director of Grants Management, to locate external funding sources.
  • Attend meetings, conferences, and workshops related to emergency management to learn new information and to develop working relationships with other emergency management specialists.
  • Provide advice, guidance, and recommendations to Tribal Council, Executive Leadership, and Programmatic Directors pertaining to severe weather or imminent threats, impending emergencies or disasters that may impact the Ponca Tribe of Nebraska service areas.
  • Other duties, as assigned.
Major Duties and Responsibilities During Declared State of Emergency: * Coordinate resources, manage response efforts, and work towards reducing the impact of emergencies on Tribal members and Tribal properties.
  • Works to ensure continuity of Tribal government during emergency and or disaster conditions by conducting community vulnerability and risk/hazard assessments.
  • Prepare emergency declarations on behalf of the Tribal Council for submission to state and federal agencies.
  • Provide expertise on all-hazards emergency management, emergency services, homeland security, and law enforcement communities on all matters affecting Tribal emergency preparedness, response, recovery, mitigation, and resiliency. Responsible for providing the technical guidance and Tribal level leadership necessary to resolve matters which are very controversial, complex, or which set a general precedent.
  • At the discretion of the Tribal Chair, serves as the Tribal Incident Commander and authorized representative for disasters and emergencies that impact the Ponca Tribe of Nebraska. Act as the single point of contact at the discretion of the Tribal Chairperson, for state and federal agencies, coordinating communication, collaboration, and government to government coordination between state and/or federal agencies and Ponca Tribe of Nebraska Chairperson.
  • Collaborates with the Ponca Tribal Government at the operational level as well as with Tribal Council members and/or Tribal Leaders with matters that involve aspects of emergency management, emergency services, resiliency, environmental hazards or other public safety disciplines.
  • Provides support to the Tribe, as required, to enhance planning, preparedness and to build capacity and resiliency at the Tribal level, to respond to emergencies.
  • Participates with all aspects of the Tribal management to identify, address, coordinate and oversee emergency preparedness, response, recovery and resiliency activities in the Tribal business divisions.
  • Provides recommendations regarding proposals, actions, and reports relative to emergency preparedness, response and recovery. In particular, a) ensures the views of Tribal leadership and Tribal divisional officials and those collaborating agencies are taken into account; b) provides comprehensive analysis methods to be used, resources required, interagency coordination matters and milestones; and c) ensures that all recommended actions conform to established policies, procedures, and regulations or, as appropriate, recommends new policies or procedural changes.
  • Engages Tribal, Federal, State, and local partners to effectively prepare for and respond to emergencies.
  • Coordinates Tribal plans for Continuity of Operations.
  • Assesses hazards within the region and the capacity of the Tribe to respond to emergencies.
  • Communicates with Tribal Leadership to prioritize Tribal all-hazards emergency management goals, missions, and procedures. Creates, maintains and oversees Tribal emergency preparedness profiles.
  • Coordinates with Tribal divisional officials on all-hazards emergency management assessments. Participate in the development, execution, and evaluation of AOR preparedness and response training, education, and exercises.
  • Assures communication with regional and national entities (Department of the Interior Operation Center, HHS Secretary\'s Operations Center, DHS National Operations Center, CDC Emergency Operations Center) as necessary, to support emergency response operations.
  • Participates in the activation and deployment all-hazard personnel, equipment, and supplies in response to requests for assistance.
Relationships and Authority:This position works in a collaborative environment with Tribal leadership and works independently to develop methodologies for accomplishing the required coordination and oversight responsibilities of the position and is expected to exercise independent initiative in planning for and carrying out assigned duties and responsibilities as well as resolving most conflicts which arise. Technical recommendations are considered authoritative, reviewed, and typically accepted without significant changes. Program activities are reviewed in terms of attainment of operation goals and proper integration with strategic goals.This position is responsible for coordination and supervision of Tribal all-hazards emergency management, safety and risk staff, programs, plans and initiatives that impact the Ponca Tribe of Nebraska and directly influences the accomplishment of the overall all-hazard emergency management and emergency services missions of the Ponca Tribe. Recommendations made by the incumbent may lead to significant changes in program direction or policy related to the Ponca Tribal Emergency Services Plan.Working Environment and Physical Demands:A majority of work performed for this position is in professional office environment. However irregular periods during emergencies and deployments, the incumbent will perform in a field setting, including austere conditions, during an emergency or disaster. The duties of this position will require the use of physical strength, dexterity and endurance (including but not limited to walking, running, bending, pushing, lifting up to 50lbs, crouching reaching overhead etc.). Travel within the service areas is required, as well as travel to training and workshops outside of the service areas.At times this position may require you to work with members or staff who have been impacted by an emergency or disaster and are in crisis. The employee must demonstrate empathy, understanding, respect, and advocacy while remaining calm in stressful situations.Qualifications:Minimum * Bachelor\'s Degree from an accredited college or university in Emergency Management, Disaster Planning, or a relevant technically related management field. An equivalent combination of experience and education will be considered.
  • Minimum four years of emergency management experience responding to disasters, emergencies, or business interruptions as a member of an Emergency Response Team or Emergency Operations.
  • Expert knowledge of the Incident Command System principles and its implementation.
  • Working experience with the National Incident Management System (NIMS) and experience in using mass notifications systems.
  • FEMA Incident Command and emergency related coursework.
  • Computer proficiency in Microsoft Word, Excel, and PowerPoint programs.
  • Excellent written and oral communication skills.
  • Valid driver\'s license and be insurable.
  • Successfully pass drug and alcohol testing, motor vehicle, education, character, and criminal background checks.
  • Ability and willingness to travel.
Preferred: * Master\'s Degree in Emergency Management, Emergency Services, Business Administration, Public Administration, Public Health or related field.
  • Certificate or coursework in Emergency Management specific to Tribal Nations.
  • Experience working/collaborating with Federal / State / local offices.
  • One year experience working with Native Americans or Native American organizations.
  • Knowledge and understanding of Public Law 93-638" Indian Self-Determination Act.
  • Federal Communications Commission Amateur Radio License - Technician level or above
  • Professional Certification in Emergency Management or a related field
