The TRIO Veterans/Educational Access Program Director will oversee the recruitment two federal grants to serve 900 eligible adults, with 125 of the adults being veterans, from target areas. This position will design, implement, and supervise the delivery of program services which leads veterans and adult learners to successful post-secondary enrollment and/or transfer from 1 or 2-year programs to 4-year educational programs. The successful candidate will maintain grant compliance and Annual Performance Report database to meet federal guidelines/deadlines. This position will also coordinate with Idaho State University staff, College of Eastern Idaho staff, and the ISU Assistant Vice President for Access & Opportunity Programs, to achieve TRIO Educational Access Program and TRIO Veterans grant objectives and overall ISU Access & Opportunity unit goals.

This position includes working additional nights and weekends, requires a clear background check, and must have the ability to drive state issued vehicles when necessary.

Key responsibilities include:

Supervision and Management - (60% time spent)

  • Supervise 4-5 staff members to oversee staff, recruitment efforts, and progress towards grant objectives including programming for 900 adult participants, of which 125 are veterans each year
  • Develop strategies for documentation of student eligibility, recruitment and analyzing data to monitor student progress and evaluation of services
  • Preparation of Annual Performance Report, submission of the report to USDOE
  • Coordinate and supervise activities with Advisors
  • Conduct public relations and represents the program, in collaboration with the AVP for Access & Opportunity and the unit Marketing Specialist
  • Complete additional work assignments that come about because of program changes, USDOE changes or requests, University changes or requests
  • Manage budgets for grants
  • Actively develop relationships with target area post-secondary institutions, businesses, and community agencies and with area Veteran Service Organizations and campus Veteran services
  • Write the TRIO grants in coordination with the AVP for Access & Opportunity every five years to maintain funding
Program Development and Training of staff - (35% time spent)
  • Assist staff in program development
  • Develop tutoring and pre-college academic support services for veterans
  • Develop and maintain academic improvement resources appropriate for adult learners
  • Work additional nights and weekends to supervise, monitor, and assist with the program curriculum
Additional Duties and Student Services - (5% time spent)
  • When needed, coverage for and responsibility for, recruitment and service delivery as well as additional participant caseloads during staffing shortages
  • Maintain accurate and confidential records for participants
  • Other community work needed to maintain strong relationships with the veteran and adult learning community
Minimum Qualifications
  • Master\'s degree required
  • Experience providing educational and support services to low income, first generation participants in a postsecondary institution or other college access program required
  • Experience working in grant/externally funded programs
  • Supervisory experience
Preferred Qualifications
  • Training and experience writing complex federal grants
  • Veteran status or military connected
  • Supervision of TRIO or TRIO-like program experience
  • Five (5) years experience managing programs in higher education
  • Demonstrated ability to network with postsecondary institutions and community partners
  • Bilingual (English and Spanish)
Additional Information
