Level III - $4,690 to $5,713 per month (SR-20, Step C to I)
Level IV - $5,076 to 6,177 per month (SR-22, Step C to I)
Level V - $5,713 to 6,949 per month (SR-24, Step C to I)
Note: Hiring rates will be based on availability of funds, the applicant\'s qualifications, and other relevant factors.
Duties Summary
The position is located in the Vocational Rehabilitation, Department of Human Services:
Level III:
This level performs as a full journey worker in the vocational rehabilitation field where positions perform vocational counseling, evaluation and rehabilitation services for the full range of cases coming within the scope of the department\'s vocational rehabilitation program. It is characterized by effective utilization of a wide variety of vocational rehabilitation counseling skills and the exercise of informed professional judgement in the process of assisting the individual with a disability toward satisfactory job placement and/or adjustment to daily environment.
Level IV:
This level reflects the complete mastery of professional vocational rehabilitation services skills and include the first level professional vocational rehabilitation supervisor, program specialist and consultant. The two general types are: 1) Fully trained and experienced vocational rehabilitation specialist directs the performance of Vocational Rehabilitation Specialist III and supervises a small group of lower-grade specialists; and 2) Senior technical specialist who is assigned the most difficult and complex cases, with no limitation as to the difficulty of services performed.
Level V:
This level reflects professional leadership and include supervisors and program specialists. The three general types are: 1) Supervise an operating unit in planning, assigning, coordinating and evaluating work performed by a group of vocational rehabilitation specialists; 2) Performing the most difficult and complex program planning, evaluation and development activities in one or more major areas of concern, e.g., nature, quantity and quality of services provided; and 3) Reviews the work of others to ensure consistency in the provision of vocational rehabilitation services in a program which certifies and regulates agencies providing such services to industrially insured workers.
Minimum Qualification Requirements
To qualify, you must meet ALL of the following requirements:
Education: A bachelor\'s degree from an accredited college or university.
Current Certified Rehabilitation Counselor (CRC): Required for all levels of Track A.
Driver\'s License: Applicants must possess a valid driver\'s license at the time of appointment; AND;
LEVEL III Requirements:
General Experience:
One (1) year of progressively responsible professional experience which has provided a general knowledge of training practices, techniques and requirements in one or more occupations.
This experience must have involved the application of two or more of the following kinds of knowledge and skills:
1. Interviewing techniques
2. Knowledge of various occupations and their requirements
3. Social casework techniques
4. Knowledge of the causes and problems of persons with physical and mental disabilities
5. Counseling and/or guidance
6. Tests and measurements
Specialized Experience:
One (1) year of professional experience in one or a combination of the following:
1. Vocational rehabilitation training as a regularly designated responsibility.
2. Vocational guidance and teaching work in a recognized vocational rehabilitation program
or in a school for persons with disabilities.
3. Developmental work in programs of vocational rehabilitation located in an educational
institution, government, business or industry.
4. Personnel placement or employment placement experience which has provided
extensive knowledge of training and rehabilitation requirements necessary to place
persons with disabilities in one or more broad occupational areas.
5. Vocational rehabilitation counseling experience involving the adjustment, training and
placement of persons with disabilities into gainful employment.
LEVEL IV Requirements (In addition to Level III listed above):
One (1) additional year, or a total of two (2) years of Specialized Experience which demonstrated the ability to provide the full range of direct services activities under general supervision. Such experience must have demonstrated the ability to independently develop training programs for persons with disabilities, to assist them in adjusting to training or work situations and demonstrated successful contacts with management for the placement of disabled persons.
LEVEL V Requirements (In addition to Level III and IV above):
One (1) additional year, or a total of three (3) years of Specialized Experience, such experience must have demonstrated the ability to independently develop training programs for persons with the most severe disabilities, to assist them in adjusting to the training program and/or work situation, and to place them in gainful employment. This level of experience must have provided the applicant with substantial knowledge of mental and physical diseases and disabilities in terms of the practical effects such disabilities have in placing the individual in employment.
For some Vocational Rehabilitation Specialist V positions, supervisory aptitude may be required. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skill in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
