Duties and Responsibilities (NOTE: ** denotes Essential Functions)
1. **Under general supervision from the Wahiawa Value-Added Product Development Center (Center) Manager. Responsible for managing and sustaining operations required for the building facility, grounds and specialized equipment that comprise the Center in Wahiawa. 2. **Conducts regular, routine inspections of physical facilities, documents conditions, and informs and assists in working with appropriate parties in taking corrective action. 3. **Ensures the proper operation and maintenance of various systems and equipment such as, but not limited to energy management, elevators, electrical, fire alarms, water, sewer, air conditioning. 4. **Keeps the Auxiliary Services & Facilities Manager (FM) informed and provides notification of any required, planned, and/or emergency repairs needed. Serves as liaison with utility companies as needed. 5. **Responsible for the maintenance operating budget of the facility. Manage budgetary expenditures for the building facility and equipment. Provides projections and reports on facility costs, recommendations for cost control measures and energy efficiency initiatives, and documentation of service performance for the facility and equipment in the Center. 6. **Procure service contracts to maintain the building and equipment (i.e., preventative maintenance, fire and security alarm, etc.). Provide subject matter expertise on managing the facility maintenance budget and vendor contracts. 7. **In conjunction with the Operations Coordinator, maintain records of vendor procurement and conduct post-contract review for project agreements. 8. **Maintain equipment maintenance contracts and inventory of equipment. 9. **Conducts inspections and/or monitors activities (e.g. equipment condition, health and safety standards and/or accident investigation) of operations and facilities for compliance with HIOSH Standards and fire safety codes and safety standards. 10. **Ensures that all equipment (e.g. ovens, refrigerators, mixers, etc.) assigned is in a safe and operable condition. 11. **Make sound decisions and effectively solve problems regarding the maintenance and physical operation of the Center. This involves decisions that impact the use of the facilities for clients, tenants and students, for public safety, and for adherence to public codes and production area sanitation requirements. 12. **Keeps abreast of laws, directives, business instructions, new technologies and trends and ensures compliance with policies and procedures related to facilities and safety management and auxiliary services activities. 13. **Review of the Health and Safety Program to ensure its effectiveness and compliance with current HIOSH standards. Maintain documentation of safety-related assessment and/or inspection, training sessions, compliance data and any remediation and/or improvement efforts. 14. **In consultation with the FM, assist the Center\xe2\x80\x99s Manager with prioritization and cost estimates for building maintenance projects, upgrades and efforts to improve the facility. 15. **Prepare budgetary projections to help inform decisions to develop and implement financial forecasts and plans pertinent to the management of the building and facilities. 16. **Make critical facility decisions in collaboration with the Center\xe2\x80\x99s Manager and appropriate campus administrative authorities adhering to policies set by the University of Hawaii, federal and state guidelines. 17. **In coordination with the Operations Coordinator and Enterprise Operations unit, maintain a log of security access cards/codes and keys issued within the facility. 18. **Coordinate with the FM to complete work orders (ex. minor repairs and maintenance) for the Center. 19. **Be on call for emergency situations. Serve as a lead for facility emergencies, ensuring consultation with campus security and the FM. 20. **Assist in the development of procedures regarding use of the facilities. 21. Assist staff, faculty and administration with events/activities at the Center, including on-site and off-site as needed. 22. **Duties may include working outside normally scheduled hours, including nights and weekends. 23. Other duties as assigned.
Minimum Qualifications 1. Possession of a baccalaureate degree in operations management, management, business administration, project management, or public administration and 3 years of progressively responsible professional experience with responsibilities for facility management or operations; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. 2. Considerable working knowledge of principles, practices and techniques in facility operations as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. 3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with facility operations. 4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. 5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. 6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. 7. Demonstrated ability to operate a personal computer and apply word processing software. 8. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. 9. Ability to prepare and review building inventory lists and specifications. 10. Ability to integrate and coordinate various maintenance contract activities. 11. Knowledge of contract administration procedures and practices related to maintenance and repair work. 12. Considerable working knowledge of potentially hazardous materials and practices 13. Ability to travel for purposes of attending meetings, trainings, and other activities. 14. Ability to work outside of the normal working hours, including evenings, weekends, and holidays.
Desirable Qualifications 1. Master\xe2\x80\x99s in operations management, management, business administration, project management, or public administration. 2. Two years of progressively responsible professional experience in facilities management with multiple functions (e.g. project management, construction management, facilities operations, auxiliary services, sustainability) in higher education or large organizations. 3. Ability to advise managers and supervisors in facilities management matters in a timely manner. 4. Two years of experience in understanding physical plant infrastructures (ex. air conditioning and ventilation, plumbing, electrical, structural, irrigation, roofing, etc.). 5. Experience in maintaining food industry commercial equipment.
