COOK INLET TRIBAL COUNCIL, INC.JOB DESCRIPTIONJob Title: Walk-In Case ManagerDepartment: Financial Assistance Department (FAD)Reports To: Case Management SupervisorSupervises: NoneFLSA Status: Non-ExemptPay Grade: N4Job Type: Regular, Full-TimeAKBCU: Yes ICPA: YesGeneral Functions:The Walk-In Case Manager will guide and support participants prior to and during job placement so that they may achieve independence in the workplace. The Walk-In Case Manager serves Alaskan Natives and American Indians living in the greater Anchorage service area and participating in FAD services. This position will carry a caseload, providing advocacy, acting as a liaison between employers and participants, serve as the main point of contact for participants, and work within a team of staff members providing support to participants. The common goal for all FAD program staff is to \xe2\x80\x9cwalk\xe2\x80\x9d with participants on their journey towards developing the strength and skills necessary to meet their self-sufficiency.Duties and Responsibilities, including but not limited to:This position will be part of a training program to learn the following duties, with the intent to become proficient in all areas:

  • Establish rapport and develop a positive working relationship with participants and employers.
  • Determine the competency levels through assessments and career counseling for, strengths/skills, interests, and preferences of participants.
  • Assist job seekers in increasing their knowledge in particular fields helping them focus on current requirements of employers.
  • Ability to review and edit existing resumes.
  • Conduct workshops and peer to peer sessions.
  • Utilize employment resources, in particular CITC\xe2\x80\x99s Career Development Department, and other agencies within the community to provide work and training opportunities for participants.
  • Partner with local colleges, schools, and vocational centers to provide training for participants.
  • Refer participants to the Subsidized Work Specialist.
  • Provide one-on-one coaching and guidance in job search and life management, and provide problem-solving support in resolving issues that could result in job loss.
  • Assist participants to develop realistic employment and/or family self-sufficiency plans by identifying the strengths/skills/barriers that lead to a positive employment outcome.
  • Provide participants with worksite visits and home visits.
  • Demonstrate the ability to motivate participants by tracking progress against goals.
  • Authorize supportive services to eligible participants according to policy and procedure.
  • Responsible for obtaining, tracking and documenting all pertinent information in each case file.
  • Update and assist with reporting participant TANF, GA, & related 477 statistics monthly.
  • Participate in scheduled community meetings as requested.
  • Work as part of a team including co-workers, partner agencies, and the participant.
  • Obtain job certification upon management discretion.
  • Maintain an active participant caseload of both TANF and GA if and when needed.
  • Monitor and assist the Case Management Team with capturing participants\xe2\x80\x99 countable work activity data to ensure accurate work percentage rates.
  • Monitor and assist the Case Management Supervisor with tracking work participation rates, monthly contact with participants and timeframes, to ensure that participants are receiving timely and appropriate services.
  • Monitor and assist the Case Management Supervisor with the GA and TANF supported services budget and ensure expenditures according to current policies.
  • Conduct file reviews and provide feedback to staff for both TANF and GA.
  • Bring policy issues to the Case Management Supervisor as appropriate.
  • Perform all related duties as assigned.

Minimum Core Competencies: CITC Values, Respectful Leadership, Professionalism, Emotional Intelligence, Problem Solving/Critical Thinking, Communication SkillsMinimum Qualifications:
  • Associate\xe2\x80\x99s Degree or Two (2) years of work experience in job coaching, employment counseling, workforce development or case management; or year for year experience in similar field.
  • Two (2) years job coaching, employment counseling, workforce development or case management experience.
  • Knowledge of Alaska Native and American Indian culture and/or community resources.
  • Continued employment is contingent upon a report from a state and federal background check.
  • Valid Alaska driver\xe2\x80\x99s license and be insurable under CITC\xe2\x80\x99s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver\xe2\x80\x99s license for at least three years.
Physical Requirements:
  • Primarily works in an office setting, with extended periods of time at a desk and on a computer.
