Position Overview

Reporting to the Systems Decision Support Manager performs functions of the agency involving short- and long-term water demand forecasting and analysis of water use, meteorological, and socio-economic data. Requires knowledge and understanding of time series modeling, exploratory data analysis to identify causation and/or correlations and interpretation of complex multidimensional data. The incumbent will create, maintain and/or update demand forecast databases, and forecasting models, and participate in long-term water supply planning activities. This position also conducts water use efficiency studies.

Essential Functions

(70%) Demand forecast at multi-time scales

  • Updates and maintains agency short-term (Optimized Regional Operation Plan Demand models) and long-term (econometric) demand forecast models and provide frequent forecasts and analyses for various agency departments. This includes the annual demand forecast update for budgeting as well as long-range deterministic and probabilistic projections for supply planning and infrastructure resiliency projects.
  • Compiles, analyzes, geocodes, and interprets extensive parcel level water use/billing data and land use projections by member governments and water demand planning areas to assess regional water use growth trend and identify demand management opportunities.
  • Uses and interprets third-party socio-economic data, with correlation to Agency water consumption data, to determine water use projections. Gather, analyze, and interpret data and prepare clear and concise written reports.
  • Conducts, analyzes, and interprets temporal and spatial water use and market penetration data in support of end-use modeling and demand management programs.
  • Provides seasonal water delivery projections based on seasonal climate outlook as part of the agency\'s seasonal source allocation program.
  • Performs demand projection uncertainty analysis and provides technical advice and support for other departments throughout the Agency.
  • Performs water use efficiency studies to support long-term forecasts and water supply planning.
(30%) Delivery System, Optimization, and Master Water Plan Participation
  • Support implementation and continuous improvement to a variety of Tampa Bay Water decision support tools.
  • Conduct large-scale Monte-Carlo based demand simulation-optimization modeling using an in-house computational platform that supports parallel and distributed computing.
  • Participate in the Agency\'s long-term water supply planning activities including assessment updates for future water supply needs and water supply alternative evaluations.
  • Provide support for Tampa Bay Water\'s Optimized Regional Operations Plan (OROP) that ensures water production (at weekly to monthly time scale) simultaneously meets demand and protects ecosystem health.
  • Report, document, and communicate methods of analysis, results, conclusions, and recommendations.
  • Identity research needed to support agency needs and write proposals defining scope, required resources, and benefits.
  • Develop and manage project time schedules, project budgets, technical resources, and reports.
  • Manage activities of professional consultants regarding assigned functions and projects under charge.
  • Respond to concerns/inquiries and provide general assistance to management and other agency staff.
  • Performs related work as directed
Disaster Service Worker: Employees of Tampa Bay Water are, by State and Federal law, Disaster Service Workers. In the event of a declaration of emergency, any employee may be assigned activities that promote the protection of public health and safety or the preservation of lives and property, either at the Agency or within the local or their own community.

Minimum Qualifications

MINIMUM TRAINING AND EXPERIENCE:
  • Relevant experience with water demand forecasting and analysis of water use, meteorological, and socio-economic data, or closely related field.
  • Knowledge in statistical analysis of large complex data, such as exploratory data analysis, system identification technique and time series forecast/projection, which are relevant to water resources system model conceptualization, design, development, and implementation required.
  • Analytical and programming skills using scientific software, such as MATLAB, or similar, requires experience in databases with a preference using Structured Query Language (SQL) scripts and experience in working with spatial and temporal databases and in using Geographic Information System Software required.
  • Strong and effective communication skills on broad and complex technical issues.
  • Critical and creative thinking and problem-solving skills are required.
  • Knowledge in the areas of time series modeling/forecasting, statistical analysis and interpretation, resource management, computer programming, uncertainty and risk analysis required.
  • Advanced knowledge in utilizing relational databases and Geographic Information Systems for spatial-temporal data analysis and geocoding required
EDUCATION REQUIRED:
  • Master\'s degree in water resources engineering or closely related field with one (1) year post-masters experience. Ph.D. preferred.
REQUIRED LICENSES AND CERTIFICATIONS:
  • Valid driver\'s license.

MINIMUM STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
