Alaska Overview

ConocoPhillips is Alaska\xe2\x80\x99s largest crude oil producer and largest owner of exploration leases, with approximately 1.2 million net undeveloped acres at year-end 2022. The company produced an average of 200 thousand barrels of oil equivalent per day in 2022. ConocoPhillips has major ownership interests in two of North America\xe2\x80\x99s largest legacy conventional oil fields, both located on Alaska\xe2\x80\x99s North Slope: Kuparuk, which the company operates, and Prudhoe Bay. Additionally, ConocoPhillips operates several fields on the Western North Slope. The company has an ownership interest in the Trans-Alaska Pipeline System (TAPS) and owns/operates the Polar Tankers fleet.

Willow Overview

Located on Alaska\xe2\x80\x99s North Slope in the National Petroleum Reserve (NPR-A), the Willow project is estimated to produce 180,000 barrels of oil per day at its peak. During construction, Willow is expected to create around 2,500 jobs, with a majority of labor provided by union workers. The development is estimated to create 300 permanent jobs.

The economic impact of the Willow project will be sizable. According to the Bureau of Land Management (BLM) estimates, Willow could generate between $8 billion and $17 billion in new revenue for the federal government, the state of Alaska, the North Slope Borough, and local communities. The initial phase of Willow development will include a new Willow Central Processing Facility (WCF), three drill sites, pipelines, roads, bridges and supporting infrastructure.

Willow will be a greenfield design including all processing facilities, utilities, drilling equipment, camp, and power generation.

Description

As a key member of the Willow Supply Chain team, the Facilities Contract Specialist is responsible for sourcing, formation (pre-award) and administration of contracts for the Willow development. The position is also responsible for Willow Facilities Supply Chain administrative and reporting requirements. This position ensures contractual and commercial compliance to Corporate and Project requirements for support services scopes and materials/equipment packages.

The Facilities Contract Specialist is also responsible to collaborate with key project management team members, Corporate SME(s) and suppliers to successfully source and manage contracts that ultimately meet the intended results of quality, cost and schedule delivery requirements for the Willow project.

Your responsibilities may include:

  • Engagement with key project internal and external stakeholders to coordinate and manage defined contract and procurement requirements
  • Support the ConocoPhillips Facilities Procurement Lead with the management of EP Contractor procurement activities, performance and deliverables
  • Organization and support development of templates, tools, and reports for Willow Facilities Supply Chain information
  • Gather market and contractor information through market intelligence and RFIs
  • Responsible for contract formation (pre-award) of contracts, including but not limited to terms & conditions, contract commercial documentation, and contract exhibits
  • Evaluate and negotiate contractual terms and conditions while coordinating with internal stakeholders (legal, Clause Owners, Willow Project team members)
  • Promote Total Cost of Ownership (TCO) of equipment and materials required for future asset operations
  • Report progress and effectively communicate with stakeholders to ensure defined deliverables are met according to schedule
  • Contract administration including contract changes, claims, close-out and associated documentation
  • Collaborate with Project Services (e.g. cost control, planner, etc.) to monitor contract value against expenditures and invoice rate validation
  • Assist Willow Facilities Contracts & Procurement Lead as assigned
Qualifications

Basic/Required:
  • Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
  • 3+ years of experience supporting Oil & Gas industry contracts and procurement
  • 1+ years contracting and procurement experience supporting engineering and construction capital projects
  • Basic level understanding of commercial strategies and market dynamics
Preferred:
  • Bachelor\xe2\x80\x99s degree or higher in Business, Supply Chain Management, Engineering and/or Law or foreign equivalent
  • 1+ years experience working on large Capital Projects supporting contracting & procurement efforts, including MSAs/MPAs
  • 1+ years experience supporting Arctic projects and operations
  • Advanced level communication skills, both oral and written, to clearly support supply chain recommendations with facts and reason
  • Intermediate level knowledge of the formulation, negotiation, establishment, and management of complex contractual arrangements for major Oil & Gas developments
  • Intermediate level knowledge of negotiations with ability to apply analytical tools, concepts, and methods
  • Proven ability to facilitate the development of strategies, negotiations and bid recommendations
  • Ability to analyze/interpret information effectively to solve problems and recommend decisions
  • Ability to fully understand contract ramifications to HSE and Quality
  • Strategic perspective and ability to understand market economics as well as the economics of the project value chain, which includes the cost avoidance associated with schedule and technical issues
  • Strong leadership skills as a self-starter, able to readily assume responsibility for assigned procurement and contracting activities
  • Builds strong relationships based on trust and seeks opportunities to collaborate across the matrix/organizational boundaries to achieve business goals
  • Invites dialogue to gain a shared understanding and influences with confidence to drive performance and achieve business results
