Alaska Overview

ConocoPhillips is Alaska\xe2\x80\x99s largest crude oil producer and largest owner of exploration leases, with approximately 1.2 million net undeveloped acres at year-end 2022. The company produced an average of 200 thousand barrels of oil equivalent per day in 2022. ConocoPhillips has major ownership interests in two of North America\xe2\x80\x99s largest legacy conventional oil fields, both located on Alaska\xe2\x80\x99s North Slope: Kuparuk, which the company operates, and Prudhoe Bay. Additionally, ConocoPhillips operates several fields on the Western North Slope. The company has an ownership interest in the Trans-Alaska Pipeline System (TAPS) and owns/operates the Polar Tankers fleet.

Willow Overview

Located on Alaska\xe2\x80\x99s North Slope in the National Petroleum Reserve (NPR-A), the Willow project is estimated to produce 180,000 barrels of oil per day at its peak. During construction, Willow is expected to create around 2,500 jobs, with a majority of labor provided by union workers. The development is estimated to create 300 permanent jobs.

The economic impact of the Willow project will be sizable. According to the Bureau of Land Management (BLM) estimates, Willow could generate between $8 billion and $17 billion in new revenue for the federal government, the state of Alaska, the North Slope Borough, and local communities. The initial phase of Willow development will include a new Willow Central Processing Facility (WCF), three drill sites, pipelines, roads, bridges and supporting infrastructure.

Willow will be a greenfield design including all processing facilities, utilities, drilling equipment, camp, and power generation.

Description

The Facilities Procurement Lead is a key member of the Willow Facilities Supply Chain team, this position is accountable for leading and executing Supply Chain strategies for equipment, materials, and associated services. Supply Chain activities include contract sourcing, contracts management, purchasing, materials management, and logistics.

This position is responsible for administering contract management of defined agreements and providing oversight of Contractor Engineering & Procurement (EP) procurement activities related to Facilities equipment and material packages.

The Facilities Procurement Lead is also responsible for coordinating key interfaces with Willow Project team members, Corporate resources, and EP Contractor resources to ensure all contracting and procurement requirements are included in agreements.

Your responsibilities may include:

  • Accountable to the Willow Facilities Contracts & Procurement Lead
  • Lead integrated team to source, negotiate, develop recommendations for award, and award identified contracts with Project and Corporate approval
  • Coordinate between Willow Project and EP Contractor in updating the Preferred Vendor List (PVL) vendors and Approved Manufacturers List (AML) as needed, including opportunities to further reduce project risks and increase savings
  • Oversight of EP Contractor to ensure equipment and materials are sourced and delivered to fabricator(s) and/or site on schedule and compliant to documented expectations, including oversight of RFPs and single source negotiations with equipment providers to achieve long term Project agreements
  • Evaluate and negotiate contractual terms and conditions while coordinating with internal stakeholders (legal, Clause Owners, Willow Project team members)
  • Collaborate with Project Services (e.g. cost control, planner, etc.) to monitor spend forecasts against Project budgets
  • Interface with EP Contractor, fabricator(s) and Willow Project team members to ensure appropriate planning and execution of materials management and logistics requirements
  • Ensure adherence to COP Supply Chain and Internal Control Standard policies
  • Promotes Total Cost of Ownership (TCO) of equipment and materials required for future asset operations
  • Champion utilization and leverage of COP corporate and Alaska resources in contract execution, management, and overall problem solving
  • Maintain regular communications and updates to inform Willow Facilities Contracts & Procurement Lead and Willow Facilities Project Manager of ongoing activities
Qualifications

Basic/Required:
  • Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
  • 5+ years of supply chain management experience
  • 1+ years experience leading procurement activities on large capital projects including oversight and direction of Engineering & Procurement contractors
  • Intermediate level knowledge of leading strategies, negotiations, and deliverables for critical contracts
Preferred:
  • Bachelor\xe2\x80\x99s degree or higher in Business, Supply Chain Management, Engineering and/or Law or foreign equivalent
  • 10+ years of supply chain management experience
  • 3+ years experience working on large Capital Projects supporting contracting & procurement efforts, including MSAs/MPAs
  • 1+ years experience supporting Arctic projects and operations
  • 1+ years leadership experience supporting major oil & gas projects and operations
  • Advanced level communication and social skills required to manage an integrated team and work in a dynamic project team environment
  • Ability to analyze/interpret information effectively to solve problems and recommend decisions
  • Ability to fully understand contract ramifications to HSE and Quality
  • Continuous demonstration of SPIRIT values and the ability work in a team atmosphere as part of a matrix organization
  • Strategic perspective and ability to understand market economics as well as the economics of the project value chain, which includes the cost avoidance associated with schedule and technical issues
  • Strong leadership skills as a self-starter, able to readily assume responsibility for assigned procurement and contracting activities
  • Builds strong relationships based on trust and seeks opportunities to collaborate across the matrix/organizational boundaries to achieve business goals
  • Invites dialogue to gain a shared understanding and influences with confidence to drive performance and achieve business results
